Short Description
To assist in developing & enforcing effective coal or other mine health & safety laws & regulations, improve state mine workers compensation and occupational disease laws & programs related to coal mining. Mine health and safety training for miners and contractors working at mining operations throughout the state.

Objective
The program objective is to reduce the number of injuries, occupational injuries, and fatalities in the mining industry. This objective will be achieved by providing effective, high-quality safety training both in the classroom and at the job site.

The subgrants awarded under MSHA’s grant programs will be subject to the following administrative standards and provisions, if applicable. Uses and Restrictions
The travel expenses reimbursement for subgrantees employees for training provided pursuant to an operator’s 30 CFR Part 46.3 training plans. The travel expenses for emergency medical technician training required under the Coal Mine Medical Emergencies Act. Partial tuition waiver assistance for mining operations and contractor groups with fewer than 26 employees that require annual training.
Reports
The Grantee is required to file quarterly status reports on the grant project describing the progress of the program, project, or use and expenditure of the grant funds related thereto, if the grant amount is over $25,000.00 (30 ILCS 705/4(b)(2)). Periodic Financial Reports and Periodic Performance reports are due within fifteen (15) days of the end of the quarter. The due dates are January 15, April 15, July 15 and October 15. The first report shall cover from the grant execution date to the end of the quarter when the grant was executed and therefore may cover less than one quarter. Final Reports are due within ninety (90) days of the end of the grant. Final reports must include a final performance report, financial report, progress summary (including performance data), and an evaluation report.
