PROGRAM INFORMATION
Short Description
The purpose of this grant is to facilitate: (1) the adoption of productivity-enhancing processes or technology; and (2) the development of new and innovative products by small- and medium-sized manufacturers in Illinois.
The successful grantee will be responsible for soliciting, evaluating, and selecting project applications from eligible Illinois manufacturing operations and for overseeing these projects to completion in compliance with the Grant Accountability and Transparency Act, including providing technical assistance to entities that receive sub-grants. The successful grantee will be a pass-through entity and is required to manage all sub-grants to eligible organizations, including reporting on expenditures and project achievements.

Objective

Eligible Applicants
For-Profit Organizations;
Applicant Eligibility
a. Company must be primarily engaged in the manufacturing sector
b. Company must employ 5 to 250 people
c. Company must have operated in Illinois for at least three years, and had sales revenue in the previous year

A for-profit entity primarily engaged in the manufacturing sector, who has operated in Illinois for a minimum of three years.

Appeals
The Merit Based Review process is subject to appeal. However, competitive grant appeals are limited to the evaluation process. Evaluation scores may not be protested. Only the evaluation process is subject to appeal. The appeal must be submitted in writing to the Department within 14 calendar days from the date of the denial letter. The written appeal shall include the name and address of the appealing party, the identification of the grant and a statement of reasons for the appeal. To file an appeal, applicants must submit the appeal in writing and in accordance with the Merit-Based Application Review Appeals Process listed on the Grant Opportunities page of the DCEO website: https://www2.illinois.gov/dceo/AboutDCEO/GrantOpportunities/Pages/MeritAppReview.as
