Short Description
Craft Apprenticeship Program supports registered apprenticeship programs associated with the electric industry that may, but need not, be related to solar installation. Among the goals of the Future Energy Jobs Act (FEJA) and Climate and Equitable Jobs Act (CEJA) is to stimulate job growth in the clean energy economy with investments in energy efficiency and renewable energy. The goal of this program is to provide apprenticeship opportunities for candidates interested in solar industry positions, including diverse low-income, or economically disadvantaged populations.

Objective
The Craft Apprenticeship Program supports career pathways, provide training and establish apprenticeships in the electric industry, including but not limited to, the solar industry in Illinois. The selected grantee will have the capability to administer a statewide program that may include the coordination of project activities with regional and statewide partners. The goal of this NOFO is to identify a grantee to coordinate statewide job training activities in accredited or otherwise recognized apprenticeship programs that will: • Support the development of a workforce with the requisite knowledge, skills, training, experience, and competences to design, install, inspect and/or power solar equipment and/or systems. • Develop and support career pathways in the electric, solar industry, including but not limited to, those enabled by FEJA and CEJA. • Seek to provide apprenticeship participants with the foundational knowledge necessary for a career within the solar industry and provide diverse low-income, or economically disadvantaged populations with additional craft apprenticeship opportunities. • Result in the development, coordination and implementation of training activities that result in Registered Apprenticeships, Pre-Apprenticeships, and Youth Apprenticeships in the electric industry as defined in the Illinois Career Pathway Dictionary and outlined below.

Applicant Eligibility
An entity must be registered in the Grant Accountability and Transparency Act (GATA) Grantee Portal, https://grants.illinois.gov/portal/, at the time of grant application. The portal will verify that the entity: • Has a valid FEIN number; • Has a valid DUNS number; • Has a current SAM.gov registration; • Is not on the Federal Excluded Parties List; • Is in Good Standing with the Illinois Secretary of State, as applicable; • Is not on the Illinois Stop Payment list; and • Is not on the Department of Healthcare and Family Services Provider Sanctions list.
Beneficiary Eligibility
To align with the priority to ensure equitable statewide access to quality training, jobs, and economic opportunities across the clean energy sector, applicants should heavily prioritize serving: • Individuals who face barriers to employment such as low educational attainment, low levels of literacy, language barriers, etc. • Persons with prior involvement with the criminal legal system • Graduates of or currently enrolled in the foster care system • Individuals from Environmental Justice Communities • Displaced Energy Workers

Appeals
The Merit Based Review process is subject to appeal. However, competitive grant appeals are limited to the evaluation process. Evaluation scores may not be protested. Only the evaluation process is subject to appeal. The appeal must be submitted in writing to the Department within 14 calendar days after the date that the grant award notice has been published. The written appeal shall include the name and address of the appealing party, the identification of the grant and a statement of reasons for the appeal. To file an appeal, applicants must submit the appeal in writing and in accordance with the Merit-Based Application Review Appeals Process listed on the Grant Opportunities page of the DCEO website: https://www2.illinois.gov/dceo/AboutDCEO/GrantOpportunities/Pages/MeritAppReview.aspx.
