Short Description
The overarching vision of IDHS is that no resident in the State of Illinois lives on the street, in a shelter or in overcrowded housing. When a housing crisis occurs, safety nets are there to support and allow for quick resolution to stabilize housing. This vision has been put to the test with the recent arrival of thousands of migrants and asylum seekers to the state. As a response to the growing need for greater capacity to provide for these new arrivals as well as for the many other Illinoisans who find themselves in need of emergency housing, IDHS Office to Prevent and End Homelessness has developed a plan to accelerate the development of shelter triage centers throughout the state.

Public Act 103-0006, Article 56, Section 155. Illinois Administrative Rules Authorization
The Triage Shelter Provider will adhere to requirements outlined in the Emergency Food and Shelter Program Statute, which is located at 89 Illinois Administrative Code Sub Part E Section 130.400.
Objective
The goal of the Triage Shelter is to render immediate and comprehensive shelter services to homeless individuals and families or individuals and families at imminent risk of homelessness. The program provides food, shelter, and supportive services through local not-for-profit agencies.

Applicant Eligibility
A. All applicants must be nonprofit organizations, subject to 26 U.S.C. 501(c) (3) of the federal tax code. B. Applicant organizations must be designated by the local Continuum of Care (CoC) as a qualified provider of shelter services and be recommended by their partner CoC for funding through this program in accordance with that CoC’s policies. C. Applicant organizations must be in good standing with the Illinois Secretary of State and have been so for the last four fiscal years. D. Applicant organizations that are current IDHS grantees must be in good standing with the IDHS Office of Contract Administration and have been so for the last four fiscal years.

Preapplication Coordination
IDHS will distribute program funds to the 19 Continuums of Care covering the entire State of Illinois through a need-based formula derived from data collected through each of the HUD-required and HUD-regulated Homeless Management Information Systems (HMIS) [24 CFR 578.7(b)] operated by the local Continuums of Care;
Application Procedures
The 19 Continua of Care, through established merit-reviewed processes using reasonable and objective criteria, to designate which local providers are qualified and eligible to be grant recipients for IDHS’ Triage Shelter Program.
Criteria Selecting Proposals
Eligible applicant(s) for the program [24 CFR 578.15(b)], “must have been designated by the Continuum of Care to submit an application for grant funds under this part.” Selected projects must meet GATA standards to be funded.

A report will produced annually according to the requirements of the Act.
Audits
Grantee shall be subject to the audit requirements contained in the Single Audit Act Amendments of 1996 (31 USC 7501-7507) and Subpart F of 2 CFR Part 200, and the audit rules and policies set forth by the Governor's Office of Management and Budget. See 30 ILCS 708/65(c); 44 Ill. Admin. Code 7000.90
Records
Grantee shall maintain for three (3) years from the date of submission of the final expenditure report, adequate books, all financial records and, supporting documents, statistical records, and all other records pertinent to this Award, adequate to comply with 2 CFR 200.334, unless a different retention period is specified in 2 CFR 200.334 or 44 Ill. Admin. Code 7000.430(a) and (b). If any litigation, claim or audit is started before the expiration of the retention period, the records must be retained until all litigation, claims or audit exceptions involving the records have been resolved and final action taken.
