Grantee is responsible for all programmatic and administration requirements of the programs, including but not limited to submission of program and fiscal reports as required by state and, if applicable, federal government.

Public Act 104-0003, The sum of $1,500,000, or so much thereof as
may be necessary, is appropriated from the Save our Neighborhood Foreclosure Prevention Program Graduated Fund to the Department of Human Services for administration by the Illinois Housing Development Authority, for grants and administrative expenses pursuant to the Foreclosure Prevention Program.
Public Act 104-0003, The sum of $2,450,000, or so much thereof as
may be necessary, is appropriated from the Rental Housing Support Program Fund to the
Department of Human Services for administration by the Illinois Housing Development Authority,
for administration of the Rental Housing Support Program
Public Act 104-0003, The sum of $35,000,000, or so much thereof as
may be necessary, is appropriated from the Rental Housing Support Program Fund to the
Department of Human Services for administration by the Illinois Housing Development Authority,
for rental assistance to the Rental Housing Support Program
Public Act 104-0002. The sum of $18,000,000, or so much thereof as
may be necessary, is appropriated from the Illinois Affordable Housing Trust Fund to the Department of Human Services for administration by the Illinois Housing Development Authority,
for administration of the Illinois Affordable Housing Act.
Public Act 104-0003, The sum of $180,000,000, or so much thereof
as may be necessary, is appropriated from the Illinois Affordable Housing Trust Fund to the Department of Human Services for grants (down payment assistance, rental subsidies, security deposit subsidies, technical assistance, outreach, building an organization's capacity to develop
affordable housing projects and other related purposes), mortgages, loans, or for the purpose of securing bonds pursuant to the Illinois Affordable Housing Act, administered by the Illinois Housing Development Authority
Public Act 104-0003. The sum of $10,000,000, or so much thereof as
may be necessary, is appropriated from the Illinois Affordable Housing Trust Fund to the Department of Human Services for the Illinois Housing Development Authority for the Emergency Rental Assistance Program authorized by Section 3201 of the American Rescue Plan Act of 2021 and any associated federal guidance, to fund the permitted purposes of the program including grants for emergency rental assistance and associated administrative costs.
Public Act 104-0003, The sum of $1,000,000, or so much thereof as
may be necessary, is appropriated from the Foreclosure Prevention Program Fund to the
Department of Human Services for administration by the Illinois Housing Development
Authority, for grants and administrative expenses pursuant to the Foreclosure Prevention Program.
Public Act 104-0003, The sum of $2,500,000, or so much thereof as
may be necessary, is appropriated from the Save our Neighborhood - Abandoned Residential Property Municipality Relief Fund to the Department of Human Services for administration by the Illinois Housing Development Authority, for grants and administrative expenses pursuant to the Abandoned Residential Property Municipality Relief Program.
Public Act 104-0003, The sum of $4,730,149, or so much thereof as
may be necessary and remains unexpended at the close of business on June 30, 2025, from an appropriation heretofore made for such purpose in Article 130, Section 290 of Public Act
103-0589, as amended, is reappropriated from the State Coronavirus Urgent Remediation Emergency Fund to the Department of Human Services for the Illinois Housing Development Authority for the purpose of making grants, forgivable loans, or loans, and administrative expenses to support the acquisition, and/or development of permanent supportive housing units and/or beds in non-congregate and congregate settings, including but not limited to, for
purposes allowed by Section 9901 of the American Rescue Plan Act of 2021 and any associated federal guidance, including prior years' costs.
The Capital Bill also includes the sum of $17 million for grants to

Renewals
This Agreement may be renewed for additional periods by mutual consent of the
Parties, expressed in writing and signed by the Parties. Grantee acknowledges that this Agreement does not create any expectation of renewal.
Uses and Restrictions

Reports
IDHS is acting as a funding agent for IHDA grantee will submit annual financial data in a mutually agreed upon form. The form shall be the most recently published Illinois Auditor General financial audits or compliance examinations for the Illinois Housing Development Authority publicly available on the Illinois Auditor General's website.
IHDA will provide IDHS a copy of their most recent financial and compliance Illinois Auditor General audits. IDHS will rely on these audits as proof of fiscal oversight.
Implementation of the program(s) consistent with the Project Descriptions and/or applicable IL Administrative Rules in effect at the time should they exist.
Audits
IDHS is acting as a funding agent for IHDA grantee will submit annual financial data in a mutually agreed upon form. The form shall be the most recently published Illinois Auditor General financial audits or compliance examinations for the Illinois Housing Development Authority publicly available on the Illinois Auditor General's website.
Records
Maintenance of Program and Financial Records
The Grantee will maintain records for five years after the end of the agreement period for audit purposes and participate in reporting required by IDHS and established by federal statute.
Accessibility of Records. Grantee, in compliance with 2 CFR 200.337 and 44 Ill. Admin. Code 7000.430(f), shall make books, records, related papers, supporting documentation and personnel relevant to this Agreement available to authorized Grantor representatives, the Illinois Auditor General, Illinois Attorney General, any Executive Inspector General, the Grantor’s Inspector General, federal authorities, any person identified in 2 CFR 200.337, and any other person as may be authorized by Grantor (including auditors), by the State of Illinois or by federal statute. Grantee shall cooperate fully in any such audit or inquiry.
Failure to Maintain Books and Records. Failure to maintain books, records and supporting documentation, as described in this ARTICLE XII, shall establish a presumption in favor of the State for the recovery of any funds paid by the State under this Agreement for which adequate books, records and supporting documentation are not available to support disbursement.
Monitoring and Access to Information. Grantee must monitor its activities to assure compliance with applicable state and federal requirements and to assure its performance expectations are being achieved. Grantor or designee shall monitor the activities of Grantee to assure compliance with all requirements and performance expectations of the award. Grantee shall timely submit all financial and performance reports, and shall supply, upon Grantor’s request, documents and information relevant to the Award. Grantor or designee may make site visits as warranted by program needs. 2 CFR 200.329; 200.332. Additional monitoring requirements may be in PART TWO or PART THREE.
