Objective
The program objectives are: *Identify all eligible migratory children and youth ages 0-21, including out-of-school youth, in the state *Help migratory children/youth to enter school prepared to learn, to succeed academically, and to graduate from high school ready for college and career.

Applicant Eligibility
Entities equipped to provide supplemental education services in communities where eligible migratory children and youth reside are eligible to apply. Such entities include public school districts; not-for-profit organizations subject to 26 U.S.C. 501(c)(3) of the tax code (26 U.S.C. 501(c)(3)); public institutions of higher education; public university laboratory schools approved by the Illinois State Board of Education (ISBE); charter schools, cooperatives, and other joint agreements with a governing body or board of control (e.g., area vocational centers, special education cooperatives); and schools operated by a Regional Office of Education, Intermediate Service Center, or state agency.

Funding in the subsequent years will be contingent upon compliance with federal and state law, state grant-making rules, passage of sufficient appropriations for the program, and satisfactory performance in the preceding grant period.
Formula Matching Requirements
Statutory Formula: Title I Chapter Part C. Sec 1303, ESEA Subpart Public Law. Starting in fiscal year 2017, funds will be allocated through a statutory formula based on each State’s per-pupil expenditure for education, its average number of eligible migratory children aged 3 through 21 residing within the State in the preceding 3 years, and the number of eligible migrant children aged 3 through 21 who received services in summer or intersession programs provided by the State during the previous year. Matching requirements are not applicable to this program. MOE requirements are applicable to this program.
Uses and Restrictions
Program funds are used to support high-quality and comprehensive educational programs that address the needs of migratory children. This program is subject to non-supplanting requirements and must use a restricted indirect cost rate which is referenced in 34 CFR Sec. 76.563-76.569.
Reports
Expenditure reports to be submitted on quarterly basis via IWAS. Programmatic reports are submitted annually. Final programmatic report due 30 days after completion of grant period.

Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503.
Records
In accordance with Part 75 of the Education Department General Administrative Regulations (34 CFR part 75), and the Uniform Administrative Requirements in 2 CFR 200.333, program records must be maintained for 3 years, or longer depending on whether an exception to this rule applies.
