PROGRAM INFORMATION
Short Description
The Work-based Learning (WBL) Grant was established to fund the development or expansion of WBL programs specifically targeting rural areas. The vision for the grant is grounded in ensuring that high school students have access to WBL opportunities and resources. This grant will provide funding with the purpose of overcoming barriers in implementing WBL opportunities.

Objective
The objective of this grant is to develop and/or expand WBL programs in Illinois high schools, specifically to those in rural areas. Eligible recipients can use funds for expenses related to the successful implementation or enhancement of a WBL program for high school students in the following categories:
* Materials and/or supplies needed for planning career awareness activities for high school students such as career days, guest speakers, multimedia tools, career guides, etc.
* Materials, supplies, and/or start-up costs for career exploration activities such as career fairs, industry tours, job shadowing, service learning, CTSOs, etc.
* Cost to train educators such as WBL teacher conferences and WBL workshops
* Simulation experiences such as AR/VR experiences
* On-the-job needs for students such as uniforms, equipment, tools
* Start-up cost for student and/or school enterprises such as supplies, licenses, equipment, uniform, marketing, etc.
* Funds for business partners to pay students
* Fees for student-employee training, certification, and/or industry credentials
* WBL workplace experience course materials and supplies
* Transportation
* Costs associated with internships and apprenticeships
* Other -contingent upon approval from ISBE

Reports
Expenditure reports to be submitted on quarterly basis via IWAS. Programmatic reports are submitted annually. Final programmatic report due 30 days after completion of grant period.
Audits
State Audits:
The audit requirements adopted by GATA include the adoption of the federal audit requirements (2 CFR 200.501), audit requirements for grantees and subrecipients that do not meet the federal audit requirements and audit requirements for “For Profit” subrecipients.
For-profit Subrecipient. The PTE(s) is responsible for ensuring subrecipient compliance with
established requirements. Methods to ensure compliance for State and federal awards to for profit subrecipients may include pre-award audits, monitoring during the agreement period of
performance, and post-award audits. See also 2 CFR 200.331 Requirements for Pass-through
Entities.

State Records:
Financial records, supporting documents, statistical records, and all other awardee records pertinent to a State award shall be retained for 3 years after the date of submission of the final expenditure report or, for awards renewed quarterly or annually, after the date of the submission of the quarterly or annual financial report to the State agency.
