Short Description
The CEJA Capacity Building Grant Program provides community-based organizations with development support to build capacity that directly leads to long-term sustainable operations and deployment of CEJA workforce, contractor, or economic development programs.

Objective
Grantee will provide funding to current and prospective CEJA grantees to increase operational capacity to successful compete in future NOFOs.

Education Organizations;
Applicant Eligibility
State of Illinois Public Universities and related centers. Applicants must have an active intergovernmental agreement with the Department and experience providing technical assistance to CEJA grantees and administrative support to DCEO offices during development and implementation of CEJA programs.
Beneficiary Eligibility
Illinois based non-profit/501c3, current CEJA grantee, potential CEJA grantee, operating budget between $100k-$2M.

Appeals
The Merit Based Review process is subject to appeal. However, competitive grant appeals are limited to the evaluation process. Evaluation scores may not be protested. Only the evaluation process is subject to appeal. The appeal must be submitted in writing to the Department within 14 calendar days from the date of the denial letter. The written appeal shall include the name and address of the appealing party, the identification of the grant and a statement of reasons for the appeal. To file an appeal, applicants must submit the appeal in writing and in accordance with the Merit-Based Application Review Appeals Process listed on the Grant Opportunities page of the DCEO website: https://www2.illinois.gov/dceo/AboutDCEO/GrantOpportunities/Pages/MeritAppReview.aspx.
