IDEC

It is the policy of the State to enhance the development of all eligible infants and toddlers to minimize developmental delays and maximize individual potential for adult independence. It is the need of the State to implement, on a statewide basis, locally based, comprehensive, coordinated, multidisciplinary, interagency, Early Intervention (EI) services for all eligible infants and toddlers. The EI Program is a statewide program for the evaluation and assessment of infants and toddlers ages birth to three, as well as the provision of services for those who have a qualifying disability or diagnosis, a 30 percent delay in development in one or more of the five developmental domains, or who are at risk of developmental delays. Children and families access EI services through one of 25 Child and Family Connections (CFC) offices. This Notification of Funding Opportunity (NOFO) issued by the State of Illinois, Illinois Department of Early Childhood, seeks agencies located within Illinois to serve as the CFC offices for designated geographic areas. (See chart in Appendix I to identify the area served by each CFC office.) CFC offices are the regional intake entities defined in state statute (325 ILCS 20) and rule (89 IL Admin. Code 500) as IDEC’s designated entity responsible for implementation of the EI Program within its designated geographic area. IDEC is required to assure the designation of regional points of entry to accomplish consistent and equitable intake and service coordination throughout the State, with services defined in Section A.2. Separate proposals for each geographical intake region must be submitted for those agencies submitting for more than one geographical intake region.

State agencies are federally required to evaluate the risk posed by each applicant. Risk assessments are a pre-award requirement and include two components: fiscal/administrative and programmatic. Illinois uses an Internal Control Questionnaire (ICQ) to complete the fiscal/administrative component. Entities are required to access, complete and submit the ICQ through the Grantee Portal for the state fiscal year associated with the grant funding. The programmatic risk assessment is distributed by the state awarding agency as part of the application process. Both the ICQ and the programmatic risk assessment must be accepted by the state and approved before a grant award can be executed.

Prior to IDEC accepting a grant application, all potential grantees (initial award and renewal candidates) must have 1) A Unique Entity Identifier (UEI) 2) Current SAM cage code 3) Register in the GATA system 4) Register with the Secretary of State (does not apply to governmental entities and schools) 5) Complete the Internal Control Questionnaire (ICQ) on the GATA system. All potential grantees (initial award and renewal candidates) must apply each grant period to be eligible for funding. Renewal applications and Notice of Funding Opportunity (NOFO) requirements can be found at the IDEC website. All awards are initially established based on a review of a properly prepared proposal submitted in response to a NOFO and subjected to a merit-based review process. The applicant/candidate with the highest merit-based review score receives the award. Subsequent renewals are based on the terms of the initial NOFO and as defined in the terms of the grant agreement. All appeals to NOFOs and related processes are subject to an established appeals procedure and are to be initially submitted to the IDEC Chief Accountability Officer (CAO).

Support for Part C EI CFC regional intake entities: IDEC authorizes funding to each successful awardee for the establishment of an EI CFC office within a designated geographic region. Funding is provided to each entity in accordance with an established system of performance measures based on case load and other pre-defined incentives and penalties. All costs incurred to meet the deliverables set forth in the grant agreement are reimbursable, based on a prior approved budget, unless prohibited or defined as unallowable in the Grant Accountability and Transparency Act (30 ILCS 708/), the related regulations set forth in 44 Ill. Admin. Code, Part 7000, and the Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards (2 CFR 200 et seq.)

The grantee shall submit a Periodic Financial Report monthly in the format required by the grantor. The grantee shall submit a financial Close-Out report within 60-calendar days following the end of the period of performance of the grant agreement. The grantee shall submit a Consolidated Year-End Financial Report and, if applicable, an Audit Report within timeframes dependent upon the type of external audit performed (Single Audit, nine (9) months, all others, six (6) months). The grantee will submit a quarterly Periodic Performance Report in the format required by the grantor. The grantee will submit a Close-Out Performance Report in the format required by the grantor within 60 calendar days following the end of the period of performance. The grantee will submit reports to the Bureau as set forth in the CFC Procedure Manual including: service delays and late transition referrals; Service Coordination Caseload; and Family Fee Delinquency Activity. The grantee shall submit annually an Local Interagency Council (LIC) Report to include newly established collaborative agreements within their community, address service delays including recruitment of new providers to fill gaps, provide local needs assessments, and Child Find activities. The grantee shall submit a Nepotism Plan annually and when changes occur.

JCAR Title 44 Illinois Administrative Code 7000.90 and CFR 200.501. The grantee shall participate in routine monitoring and technical assistance activities as required by IDEC, including on-site monitoring, data collection and reporting obligations, record reviews, financial audits, complaint investigations, and consumer satisfaction surveys.

Compliance with GATA and UG needs to be ensured. Records shall be maintained for a period of at least six years from the child's discharge from EI, unless legal action is pending. If legal action is pending, the records shall be maintained in compliance with instructions from the Part C Coordinator.
