Short Description
This program will enhance right-of-way or adjoining conservation land acres by deploying a roadside ecological strike team to assist IDOT with wildlife surveys and conservation practices to improve grasslands. The team will implement brush management, non-native invasive species control, prescribed burning, development/monitoring of prairie management plans, enhancement/diversification of grasslands for pollinators, tree/shrub plantings, prairie plantings, and other roadside ecological best management practices.

Objective
This program is used by IDOT Bureau of Design and Environment Natural Resources Unit to address special management areas where sensitive or protected resources occur in IDOT's right of way.

Criteria Selecting Proposals
Where the project furthers the goals of the State of Illinois, Department of Transportation, and/or the Natural Resources Unit programmatic agreements or another planning product of the Department fulfilling regulatory requirements to address special management areas where sensitive or protected resources occur in IDOT's right of way.
Award Procedures
IDOT evaluated proposed requests based on the following criteria:
The non-profit conservation organization ability to enhance right-of-way or adjoining conservation land acres by deploying a roadside ecological strike team to assist IDOT with wildlife surveys and conservation practices to improve grasslands. The team will implement brush management, non-native invasive species control, prescribed burning, development/monitoring of prairie management plans, enhancement/diversification of grasslands for pollinators, tree/shrub plantings, prairie plantings, and other roadside ecological best management practices.
Provide request to the Natural Resources Unit Manager including scope of use or services, amount requested, and anticipated expenditure date/length of use.

Uses and Restrictions
To be eligible for the grant, applicants will need the following:
1) All staff working on the grant will need to have their Commercial Pesticide Applicator license from the IL Department of Ag.
2) All staff working on the grant will need to be certified in Basic Incident Command System (I-100), Fire Fighter Training (S-130) and Wildland Fire Behavior (S-190).
3) 1 person on staff will need to have their Burn Boss Type 2 (RXB2) license.

Audits
Audits. Grantee shall be subject to the audit requirements contained in the Single Audit Act
Amendments of 1996 (31 USC 7501-7507) and Subpart F of 2 CFR Part 200, and the audit rules and policies set forth by the Governor’s Office of Management and Budget. See 30 ILCS 708/65(c); 44 Ill. Admin. Code 7000.90
Compliance with GATA CYEFR requirements is required.
BoBS 2832 for quarterly reporting.
Records
Records Retention. Grantee shall maintain for three (3) years from the date of submission of the final expenditure report, adequate books, all financial records and, supporting documents, statistical records, and all other records pertinent to this Award, adequate to comply with 2 CFR 200.334, unless a different retention period is specified in 2 CFR 200.334 or 44 Ill. Admin. Code 7000.430(a) and (b). If any litigation, claim or audit is started before the expiration of the retention period, the records must be retained until all litigation, claims or audit exceptions involving the records have been resolved and final action taken.
