PROGRAM INFORMATION
Short Description
This Funding will be used to provide debt-free scholarships and comprehensive wraparound support to every student in five high schools—without applications or GPA requirements—and offer parallel opportunities for one parent of each Scholar. Scholars receive coverage of tuition, fees, housing or commuter meals, books, technology, and emergency support across a broad network of Illinois institutions, along with coaching through college or workforce programs. Parents receive tailored coaching and access to GED/ESL, workforce programs, and tuition-based and tuition-free educational options. This model aims to demonstrate the statewide impact of dramatically expanded college access and the support needed for first-generation students and adult learners to succeed.

Objective
Program will make postsecondary education accessible for low-income families through a two-generation, whole-school model.
UGA Program Terms
This program will (a) show the social and economic impact of policies that dramatically increase college access for both first-time freshman and returning adult students, and (b) identify and encourage the postsecondary support necessary for low-income, first-generation students to succeed.

Reports
Successful applicant will be required to submit: a) Monthly expenditure reports in the format prescribed by IDHS. b) Monthly program/service provision reports in the format developed jointly with IDHS. c) End of contract fiscal and program reports as required by IDHS
Audits
Grantee will be subjected to monitoring/audit scheduled and delivered by the contract compliance unit.
Records
The grantee is required to maintain program and fiscal records in accordance with GATA rules.
