Short Description
Pursuant to Public Act 103-0006, the $3M State Designated Cultural District Grant Program was designed to provide for grants to support state-designated cultural districts.

Objective
The purpose of this grant is to support culturally grounded programming that preserves and elevates local traditions, identities, and creative expressions; promotes equity and inclusion by investing in historically disinvested communities and cultural networks; and strengthens economic development by leveraging cultural assets for tourism, entrepreneurship, and education.

Grantees will be subject to annual reporting requirements as required by the 20 ILCS 605/605-1057.

Applicant Eligibility
Applicants must be one of the fifteen State Designated Cultural Districts as defined by Public Act 102-0628.
Beneficiary Eligibility
The direct beneficiaries are the 15 State Designated Cultural Districts—municipalities and 501(c)3 organizations. The indirect beneficiaries of these grants will be the communities within the State Designated Cultural Districts, as they will gain from the enhanced programming and initiatives implemented through this funding.

Uniform Grant Application, Uniform Budget, Conflict of Interest Disclosure, Mandatory Disclosures, Program Application, and any other required supplemental documentation to support project.
Preapplication Coordination
An entity must be registered in the Grant Accountability and Transparency Act (GATA) Grantee Portal, https://grants.illinois.gov/portal/, at the time of grant application. All applications must be received by the deadline specified in the application instructions to be considered for review and funding.
Application Procedures
A standard application package must be submitted and reviewed by the Department. Application materials must be submitted to the Department via a Smartsheet application platform, URL will be available at the time of application release.
Criteria Selecting Proposals
Eligibility requires that the awardee be a State-Designated Cultural District in good standing and present a fully developed project aligned with one of the key focus areas outlined in the program application.
Award Procedures
Awards will be selected via a programmatic and fiscal review of the application and budget to ensure it aligns with the scope of the program and contains allowable grant expenses.
Reimbursement will be based on quarterly reporting.

Appeals
The Merit Based Review process is subject to appeal. However, competitive grant appeals are limited to the evaluation process. Evaluation scores may not be protested. Only the evaluation process is subject to appeal. The appeal must be submitted in writing to the Department within 14 calendar days from the date of the denial letter. The written appeal shall include the name and address of the appealing party, the identification of the grant and a statement of reasons for the appeal. To file an appeal, applicants must submit the appeal in writing and in accordance with the Merit-Based Application Review Appeals Process listed on the Grant Opportunities page of the DCEO website: https://www2.illinois.gov/dceo/AboutDCEO/GrantOpportunities/Pages/MeritAppReview.aspx.
Uses and Restrictions
Funding may support a wide array of programmatic, operational, and planning activities within a designated cultural district within the five objectives below.
1. Projects that address cultural programming, economic development, tourism, and growth without displacement of current residents.
2. Projects within the district’s development plans that include and prioritize the preservation of local businesses and retention of existing residents and businesses;
3. Projects within the district’s education framework with a vision of food justice, social justice, community sustainability, and social equity;
4. Projects that address the district’s risk of losing cultural identity because of gentrification displacement, or the COVID- 19 pandemic;
5. Projects that address the district’s history of economic disinvestment;
All proposed activities must take place within the geographic boundaries of the?State Designated Cultural District and must benefit its community constituents. The fabrication or?installation of permanent statues or large-scale monuments is not allowed under this grant. This?restriction is in place to?prioritize programmatic activities?and cultural infrastructure enhancements.?
Reports
The Department shall monitor the performance of each State Designated Cultural District and require quarterly reports from each district at such time and in such a manner as prescribed by Uniform Grant Agreement Reporting Schedule.
