Short Description
Domestic Violence Prevention and Intervention Programs provide crisis intervention to victims of domestic violence and their vulnerable family members. Grantees function as a safety net for victims and provide quality comprehensive domestic violence services to victims and their vulnerable family members. The goal of service delivery is to prevent domestic violence by meeting the immediate crisis and long-term needs of victims and their vulnerable family members. The objectives are to provide safe, secure shelter to protect victims and their children from further abuse; to provide information, support, counseling and advocacy services to help victims become aware of and take advantage of their rights and options; to provide supportive services that help victims become self-sufficient and enable them to live in nonviolent homes; and to educate and inform the community that abusing a family member is a crime that will not be tolerated. The Provider shall adhere to the requirements and provide services in accordance with the Department’s Program Manual for domestic violence services located on the DHS web-site at http://www.dhs.state.il.us and the Illinois Domestic Violence Service Guidelines Manual located at http://www.ilcadv.org/resources/services_guidelines/ServicesGuidelinesManualcurrent.pdf

Applicant Eligibility
The specific types of applicants that may apply for the grant award are: not-for-profit agencies with experience in domestic violence services. This opportunity is limited to operational community-based domestic violence programs that demonstrate compliance with the requirements outlined in the Domestic Violence Services Guidelines Manual. Applicants must demonstrate the ability to begin services immediately upon execution of the uniform grant agreement.
Beneficiary Eligibility
Eligible participants must be people who state that they are or have been victims of or threatened with domestic violence, or if they are not able to state this, are referred with information and details that indicate domestic violence dynamics. Services may be provided to adults and/or their unsafe family or household members, and minors who are or have been involved in dating or engagement relationships and/or their unsafe family or household members.

The types of applicants that may apply for the grant award are not-for-profit 501(c)(3) organizations that provide services to victims of domestic violence and their vulnerable family members are eligible to apply for these funds. Providers must demonstrate compliance with Domestic Violence Services Guidelines Manual.
Preapplication Coordination
All entities are required to register with the State of Illinois through the Grant Accountability and Transparency Act (GATA) Grantee Portal, www.grants.illinois.gov/portal to be eligible apply for a grant. An Illinois.gov public account authenticates the relationship between the individual and the organization they represent, How to create an Illinois.gov Public Account. The following information is required to complete registration: 1.Organization's Unique Entity Identifier (UEI); 2.Organization's federal employer identification number (FEIN); 3.Organization type; 4.Illinois Secretary of State File ID (required for non-profits, for-profits and limited liability corporations); 5.Organization's name 6.Organization's mailing address; 7.Organization's primary email address; 8.Organization's primary phone number 9.Organization's fiscal year-end date Entities are federally required to have an active SAM.gov entity registration. Illinois uses SAM.gov automation to determine qualification status based on the entity's registration. Refer to GATA Administrative Rules on Grantee Pre-qualification Status: http://www.ilga.gov/commission/jcar/admincode/044/044070000A00700R.html. An entity may apply for a grant award prior to qualified status. The entity must be in "qualified status" based on the Grantee Portal by the Application Review Date. See #18 in the NOFO Transmittal. The Grantee Portal will indicate in red if a status is not qualified. State agencies are federally required to evaluate the risk posed by each applicant. Risk assessments are a pre-award requirement and include two components: fiscal and administrative and programmatic. Illinois uses an Internal Control Questionnaire (ICQ) to complete the fiscal and administrative component and the risk assessment. Entities are required to access, complete and submit the ICQ through the Grantee Portal for the state fiscal year associated with the grant funding. Both the ICQ and the programmatic risk assessment must be accepted by the state and approved before a grant award can be executed.

Deadlines
Applicants must electronically submit the complete application including all required forms and attachments in the prescribed order. Applications must be sent electronically to DHS.DVSAHT@illinois.gov. Applications are due by 04/11/2025 at 5:00PM.

Appeals
Competitive grant appeals are limited to the evaluation process. Evaluation scores may not be protested. Only be evaluation process is subject to appeal and shall be reviewed by IDHS' Appeal Review Officer (ARO). Appeal process is outlined in NOFO.
Renewals
Successful applicants under this NOFO may be eligible to receive two subsequent one-year grant renewals for this program. Grantees are required to update their program plan and submit a current year budget. Renewals are at the discretion of the Department and are based on sufficient appropriation and performance criteria including, but not limited to: - Grantee has performed satisfactorily during the previous reporting period - All required reports have been submitted on time, unless a written exception has been provided by the Division/Department - No outstanding issues are present (e.g., in good standing with all pre-qualification requirements and no outstanding corrective action, etc.)
Formula Matching Requirements
The rate of match is 25% of the federal funding portion of the grant award.
Uses and Restrictions
Program specific eligibility restrictions include: Agencies that do NOT have experience in domestic violence services and demonstrating compliance with the Domestic Violence Services Guidelines Manual are ineligible. Applicants must demonstrate the ability to begin services immediately upon execution of the uniform grant agreement. Unallowable Costs per 2 CFR 200 Subpart E Cost Principles. No direct payments to victims or their dependents.
Reports
Grantees will be required to submit periodic performance report data (PPR) quarterly by the 25th day following the close of the quarter in InfoNet. Grantees will be required to submit periodic financial reports (PFR) quarterly by the 15th day following the close of the quarter. Grantees will be required to submit monthly expenditure reports with expenditure sampling backup documentation monthly by the 15th day following the close of the month. Grantees will be required to submit an annual closeout report no later than 60 calendar days following the end of the Period of Performance for the agreement or agreement termination.
