Short Description
Communities, with school districts as lead applicants, can apply for competitive grants to develop partnerships with local governmental entries, education organizations, faith-based organizations, civic organizations, and philanthropic groups to activate initiatives.

Objective
The purpose of the After School Program grant awards are to:
• Improve academic outcomes for students;
• Provide opportunities for enrichment activities in a safe and healthy environment;
• Provide opportunities to strengthen public, private, and philanthropic partnerships so that quality support services are more durable for students facing the greatest challenges.

Applicant Eligibility
Entities that are eligible to apply for the grant under this Subpart C are entities that are not school districts or local education agencies. These entities include, but are not limited to, Regional Offices of Education, Intermediate Service Centers; community-based organizations, including faith-based organizations, or Indian tribes or tribal organizations (as defined in the federal Indian Self-Determination and Education Assistance Act).

Deadlines
RFP - Applications are due 45 calendar days from release of RFP.
Continuation Grant - Applications are due within 30 calendar days of receipt

RFP - Tentative Award announcements are generally released via email 90 calendar days after the close of the RFP.
Continuation Grant - Applications are generally approved or returned for changes within 30 calendar days of receipt

Renewals
Funding in the subsequent years will be contingent upon compliance with federal and state law, state grant-making rules, passage of sufficient appropriations for the program, and satisfactory performance in the preceding grant period.
Uses and Restrictions
Grantees may participate in the National School Lunch After School Snack Program and/or Child and Adult Care Food At Risk Program to augment offerings to students.
Strong relationship with local school or district must be documented.
Reports
Expenditure reports to be submitted on quarterly basis via IWAS. Programmatic reports are submitted on semiannual basis via IWAS. Final programmatic report due 30 days after completion of grant period.
Audits
The audit requirements adopted by GATA include the adoption of the federal audit requirements (2 CFR 200.501), audit requirements for grantees and subrecipients that do not meet the federal audit requirements and audit requirements for “For Profit” subrecipients.
For-profit Subrecipient. The PTE(s) is responsible for ensuring subrecipient compliance with
established requirements. Methods to ensure compliance for State and federal awards to for profit subrecipients may include pre-award audits, monitoring during the agreement period of
performance, and post-award audits. See also 2 CFR 200.331 Requirements for Pass-through
Entities.

Records
Financial records, supporting documents, statistical records, and all other awardee records pertinent to a State award shall be retained for 3 years after the date of submission of the final expenditure report or, for awards renewed quarterly or annually, after the date of the submission of the quarterly or annual financial report to the State agency.
