Short Description
Provides funding support for target hardening and other physical security enhancements and activities to nonprofit organizations that are at high risk of terrorist attack and located within one of the specific UASI-eligible Urban Areas and also non-profit organizations not within the Urban area.

Objective
The objective of NSGP is to provide funding for physical security enhancements and other security-related activities to nonprofit organizations that are at high risk of a terrorist attack. The NSGP also seeks to integrate the preparedness activities of nonprofit organizations with broader state and local preparedness efforts
UGA Program Terms
IEMA-OHS, as the State Administrative Agency, will issue these competitive grants to applicants that are approved by the Grants Program Directorate/FEMA. The period of performance is 36 months.
This NOSA is for reimbursement from the Non-profit Security Grant Program (NSGP). NOTE: All Financial and Performance reporting shall be submitted to IEMA-OHS as specified in the grant agreement. Failure to comply with reporting requirements as specified in the grant agreement may result in Stop Pay status. Please see Grantee Compliance Enforcement System at: https://www2.illinois.gov/sites/GATA/Documents/Home/Grantee%20Compliance%20Enforcement%20System%20Transmittal%202018.pdf Please ensure that your organization communicates the NOSA with your financial (CFO) and programmatic staff (Program Manager) for the purpose of coordination at the organizational level. The NOSA can be accepted or declined in the GATA grantee portal, no wet signature is required. Once the NOSA is accepted in the grantee portal, the grant agreement will then be forthcoming for signature.

The State Administrative Agency (SAA) is the only entity eligible to apply for NSGP funds on behalf of eligible nonprofit organizations. Nonprofit organizations must apply for NSGP through their SAA.

Preapplication Coordination
The Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS), Illinois Homeland Security Advisory Council (IL-HSAC), receives an announcement, from the Grants Program Directorate/Federal Emergency Management Agency, U.S. Department of Homeland Security, of a grant opportunity for non-profit organizations in one of the UASI-eligible urban areas (UA), including the Chicago Urban Area of Cook, and a separate grant program for non-profits outside of Cook County (S).
Application Procedures
A completed grant application package must include the following 5 items: 1. NSGP Investment Justification IJ-Application with AEL Numbers included in the Target Hardening bottom section. 2. Vulnerability/Risk Assessment (any format deemed appropriate by applicant) 3. Mission Statement (any format deemed appropriate by applicant) 4. Attachment A Application Contact Information (Must include Zip + 4 digits) 5. IRS W-9 Form, then a Tax-Exempt Organization Statement
Criteria Selecting Proposals
NSGP applications will be reviewed through a two-phase state and federal review process for completeness, adherence to programmatic guidelines, feasibility, and how well the IJ (project description and justification) addresses the identified risk(s).
Award Procedures
Once FEMA has determined the non-profit organizations who will receive funding through the Non-Profit Security Grant Program (NSGP), the State Administrative Agency (SAA) is notified. The SAA enters into grant agreements with the non-profit organizations selected for funding by FEMA in order to complete the approved projects.
Deadlines
The application deadline for nonprofit applicants is determined by the SAA of each state or territory.

Uses and Restrictions
The NSGP funds must be used for target-hardening activities, which can be accomplished through the purchase or installation of security equipment on real property (including buildings and improvements) owned or leased by the nonprofit organization. Allowable equipment is limited to four categories of select items on the Authorized Equipment List (AEL): 1) Physical Security Enhancement Equipment (Category 14), e.g., alarm systems, reinforced security doors, barriers/fences, 2) Inspection and Screening Systems (Category 15), e.g., walk-through magnetometers or conveyor-belt x-ray systems to screen personnel and packages, 3) AEL 06CP-01-PORT Handheld Radios, and 4) 03OE-03-MEGA Public Warning Systems.
Reports
Quarterly reports required during period of performance once the subrecipient has a fully-executed grant agreement.
Audits
Audit Certifications will be required annually through the GATA portal.
