PROGRAM INFORMATION
Short Description
The program has three main goals:
• To enable and encourage children, including those with disabilities, to walk and bicycle to school.
• To make bicycling and walking to school a safer and more appealing transportation alternative, thereby encouraging a healthy and active lifestyle from an early age.
• To facilitate the planning, development, and implementation of projects and activities that will improve safety and reduce traffic, fuel consumption, and air pollution in the vicinity (within two miles) of both public and private primary and middle schools (grades K-12).

Federal transportation legislation, initially in 2005, and continued through Moving Ahead for Progress in the 21st Century (MAP-21) passed in 2012 making Safe Routes to School (SRTS) activities eligible to compete for funding alongside other programs, including the Transportation Enhancements program and Recreational Trails program, as part of a new program called Transportation Alternatives Program, and this continued under the FAST Act
Objective
SRTS programs can help reverse the dangerous downward trend in physical activity levels among children. Walking, bicycling, or rolling to and from school can contribute towards the development of a lifelong habit of incorporating physical activity into daily routines. Children who walk to school are more physically active overall than those who travel to school by car.
The program has three main goals:

•To facilitate the planning, development, and implementation of projects and activities that will improve safety and reduce traffic, fuel consumption, and air pollution in the vicinity (within two miles) of both public and private primary and middle schools (grades K-12).
UGA Program Terms
-Infrastructure-related projects include the planning, design, and construction of infrastructure-related items within 2 miles of a school (K-12) that will substantially improve the ability of students to walk and bicycle to school (K-12). (maximum award per project = $250,000 (80% federal funding for projects awarded, requiring 20% local match being covered under HSIP in 2023).
-Non-infrastructure related projects include education, evaluation, encouragement, enforcement, and equity initiatives. (maximum award per project = $25,000)

Criteria Selecting Proposals
Upon receipt of the applications, a cursory review will be conducted by the SRTS Coordinator to determine eligibility and applicable GATA compliance according to the criteria set. Applications deemed eligible will, after the application deadline, be reviewed and scored by the Review Committee. This committee will be made up of personnel from IDOT Central Office and each of the 9 IDOT District Offices. The members will score each application independently according to the following criteria – General Project Focus, Demonstration of Need, Project Detail and Cost Estimates, Hazards and Barriers. Other factors considered to calculate a final score will be Potential for Improving Walking and Bicycling, Consultation and Support, Confirmation of PE and ROW status, and Previous SRTS award performance and the number of low-income students and the number of disabled students impacted. These objectives are based on information provided in the Illinois School Report Cards (ISBE) and will be added to the total review score to calculate a final score. The final score will determine ranking of all projects.
Award Procedures
After the public announcement of awards, the list of awarded projects will be made available on IDOT’s website and notice will be sent through the subscription service.
Letters of congratulations and implementation guidance will be sent to all awarded sponsoring agencies.

Applications are being accepted from August 16, 2023 to September 30, 2023 for the SRTS Funding Cycle 2023.

Uses and Restrictions
Right-of-Way and Preliminary Engineering costs will not be reimbursed. Reimbursement will be for Construction and Construction Engineering only.
Reports
Quarterly reporting is required.
Audits
Audits to be conducted in accordance with the Illinois Administrative Code JCAR Title 44.7000.90.
