Objective
The successful applicant must coordinate, facilitate, and deliver two statewide conferences aligned in accordance with the goals and objectives of the Carl D. Perkins Career and Technical Education (CTE) Improvement Act (“Perkins V”), the Illinois State Plan for Career and Technical Education, and Illinois State Board of Education Board goals and equity principles. Goals fully support the development of students’ academic knowledge, technical, and employability skills through career-connected learning. CTE provides all students with educational options in high school and college that align with labor market needs and prepare students for future careers and work through upgrading the knowledge, skills, and pedagogy of educators.

Criteria Selecting Proposals
Competitive Request for Proposals - Submitted proposal applications are evaluated by an expert panel of reviewers in a competitive review process in accordance with the applicable criteria set forth in the request for proposal. Proposals will be scored and ranked by score. Final determination of funding will be made by the State Superintendent based upon the recommendations resulting from the review process.

Continuation Grant - Applications are reviewed using modified Merit Based Review Process.

Renewals
Funding in the subsequent years will be contingent upon compliance with federal and state law, state grant-making rules, passage of sufficient appropriations for the program, and satisfactory performance in the preceding grant period.
Uses and Restrictions
Grant funding shall be used for activities aimed at the improvement of instructional knowledge, practices, and skills of educators, administrators, and school counselors in the fields of career and technical education priorities within college and career pathways, programs of study, work based learning, and high school reform. Funding may not be used for incentives of non-educational value, capital improvements, administrative costs and dues to organizations, federations, or societies.
Institutions of higher education that receive a state award or federal pass-through award for a grant program administered by the Illinois State Board of Education will be restricted to a maximum indirect cost rate of 8% or other indirect cost rate calculated by their cognizant federal agency, whichever is less, pursuant to an exception to the Uniform Guidance (2 CFR 200) and GATA approved by the Governor’s Office of Management and Budget.
Reports
Expenditure reports to be submitted on quarterly basis via IWAS. Programmatic reports are submitted on semiannual basis via IWAS. Final programmatic report due 30 days after completion of grant period.
Audits
The audit requirements adopted by GATA include the adoption of the federal audit requirements (2 CFR 200.501), audit requirements for grantees and subrecipients that do not meet the federal audit requirements and audit requirements for “For Profit” subrecipients.
For-profit Subrecipient. The PTE(s) is responsible for ensuring subrecipient compliance with
established requirements. Methods to ensure compliance for State and federal awards to for profit subrecipients may include pre-award audits, monitoring during the agreement period of
performance, and post-award audits. See also 2 CFR 200.331 Requirements for Pass-through

Records
Financial records, supporting documents, statistical records, and all other awardee records pertinent to a State award shall be retained for 3 years after the date of submission of the final expenditure report or, for awards renewed quarterly or annually, after the date of the submission of the quarterly or annual financial report to the State agency.
