Objective
Establish a statewide system of support to:
a. Provide intensive support for priority and focus schools.
b. Provide technical assistance to all school districts around school improvement needs.
c. Provide professional development to build capacity around needs and improvement of student achievement.
Goal is to improve student achievement by providing the necessary support and resources to school districts.

Can be used to support districts in need of improvement through a statewide system of support.
This program is subject to federal non-supplanting requirements and grantees must use a restricted indirect cost rate that is referenced under 34 CFR 75.564-75.569, pursuant to federal regulations and an exception to the Uniform Guidance (2 CFR 200) and GATA approved by the Governor’s Office of Management and Budget.
Reports
Providers submit midyear and final year reports and expenditure reports quarterly. Fiscal audits are done on a risk assessment basis.
Audits
In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, nonfederal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503

In accordance with section 443(a) of the General Education Provisions Act, SEAs and LEAs must maintain certain program records for 3 years.
