PROGRAM INFORMATION
Short Description
The Illinois State Board of Education (ISBE) is intervening in East St. Louis SD 189 and North Chicago CUSD 187 as a result of low performance in terms of student achievement and financial management. These interventions resulted in the placement of Financial Oversight Panels and assumption of control of the governance in both school districts.
Due to limited financial resources, these districts continue to struggle financially and, as a result of the heavy reliance on state and federal funding, the future financial viability of these two districts is bleak. Past and projected budget reductions to continue operations are such that the ability of the districts to increase student achievement is seriously impaired. Additional state support is needed to assist ISBE and the districts in their efforts to continue to improve the schools.

Objective
To provide the intervention districts with financial support that will allow the districts’ leadership to focus on improving academic achievement and efficiencies in operations. These funds are targeted to assist the district with staffing and student needs and debt services needs that will allow General State Aid/Evidence-Based Funding and Federal Impact Aid to be utilized by the district to meet students’ needs.

The funds are required to be used for ordinary and contingent expenditures.
Reports
Expenditure reports to be submitted on quarterly basis via IWAS. Programmatic reports are submitted on semi-annual basis via IWAS. Final programmatic report due 30 days after completion of grant period.
Audits
The audit requirements adopted by GATA include the adoption of the federal audit requirements (2 CFR 200.501), audit requirements for grantees and subrecipients that do not meet the federal audit requirements and audit requirements for “For Profit” subrecipients.
For-profit Subrecipient. The PTE(s) is responsible for ensuring subrecipient compliance with
established requirements. Methods to ensure compliance for State and federal awards to for profit subrecipients may include pre-award audits, monitoring during the agreement period of

Records
Financial records, supporting documents, statistical records, and all other awardee records pertinent to a State award shall be retained for 3 years after the date of submission of the final expenditure report or, for awards renewed quarterly or annually, after the date of the submission of the quarterly or annual financial report to the State agency.
