Grantees shall use their Section 5305(e) funding to mitigate or resolve a transportation problem while also furthering one or more of the following primary goals that are listed in the current Illinois Long-Range Transportation Plan: 1. Increase accessibility and mobility of people and freight 2. Enhance travel and tourism 3. Increase security for motorized and non-motorized users 4. Increase safety for motorized and non-motorized users 5. Support economic vitality 6. Enhance integration and connectivity across modes 7. Promote efficient system management and operations 8. Emphasize preservation of the existing transportation system 9. Improve resiliency and reliability of the transportation system and reduce or mitigate stormwater impacts of surface transportation 10. Environmental protection, energy conservation, improved quality-of-life, and consistency between transportation improvements, land use, and economic development.

Applicants are required to fully complete the following with their application: 1. A Programmatic Risk Assessment 2. A Uniform Application of Grant Assistance 3. A Supplement to the Uniform Application for Grant Assistance for Section 5305 State Planning and Research (Technical Services) Grants 4. A Uniform Grant Budget 5. The Uniform Grant Agreement Affidavit Disclosure of Conflicts of Interest--Grantee. If the Department chooses a proposal for an award, the Applicant shall be required to provide the following before receiving an Agreement: 1. One or more letters showing local support for the study (or project) 2. An executed Board Resolution for this study or project contained in the Supplement to the Uniform Application for Grant Assistance 3. An Opinion of Counsel contained in the Supplement to the Uniform Application for State Grant Assistance.

The Department shall evaluate each application on the following criteria: 1. whether the study furthers one or more of the Statewide Transportation Plan's goals or objectives, 2. whether the proposed study's scope is logical, rational, and seemingly able to solve or mitigate a problem dealing with public and/or intermodal transportation, 3. whether the proposed study furthers transportation research in Illinois, 4. whether the study appears implementable when completed, and 5. whether the applicant is providing a local cash match. If the Department does not have funding to cover the costs of the Applications that it receives, each of its evaluators shall score up to 25 points for each criterion listed in 1-5 above for each Application. The Manager of Program Support (Planning) shall collect each evaluator's scores, total the scores from all evaluators for each Application, and rank the Applications based on the scores. In cases of a tie between two studies, the Department shall award funding for the study or project with a local cash match over the one without a local cash match.

1. Competitive grant appeals are limited to the evaluation process. Evaluation scores my not be protested. Only the evaluation process is subject to approval. 2. The Director of the Office of Intermodal Project Implementation shall appoint one or more Appeal Review Officers to consider grant-related appeals and make a recommendation to the Director of the Office of Intermodal Project Implementation for resolution.

This funding can only be used for up to 80% of the costs associated with the approved technical study. The match must come from a non-federal funding source.

This funding can only be used for technical studies to support public transportation or intermodal transportation with some connection or benefit to public transportation in Illinois.

Grantee shall be subject to the audit requirements contained in the Single Audit Act Amendments of 1996 (31 USC 7501-7507) and Subpart F of 2 CFR Part 200, and the audit rules set forth by the Governor's Office of Management and Budget. See 30 ILCS 708/65(c); 44 Ill. Admin. Code 7000.90.

Grantee shall maintain for three (3) years from the date of submission of the final expenditure report, adequate books, all financial records, and supporting documents, statistical records, and all other records pertinent to this Award, adequate to comply with 2 CFR 200.333, unless a different retention period is specified in 2 CFR 200.333 or 44 Ill. Admin. Code 7000.430 (a) and (b). If any litigation, claim, or audit is started before the expiration of the retention period, the records must be retained until all litigations, claims, or audit exceptions involving the records have been resolved and final action taken.
