Opinion of Counsel, Board Resolution, FTA Certifications & Assurances, letter of endorsement from the local public transportation provider, and proof of public meeting for the application are required with submission.
Criteria Selecting Proposals
All project applications are evaluated through an annual competitive, performance-driven process taking into account current services provided, demonstrated demand/need for project equipment and recipient managerial and asset management capacity. Replacement vehicle requests - vehicle being replaced must meet mileage and/or age requirement, and cannot have been replaced already. Service expansion / new vehicle requests - adequate justification must be provided for the request.
Award Procedures
All vehicle requests are reviewed for eligibility based on the criteria above. Awards are made based on availability of funding, and when requests exceed available funding, efforts are made to distribute the funding evenly to applicants based on service area population and demographics. No payments are made to the Grantee; IDOT purchases the awarded vehicles on behalf of the Grantee. IDOT will issue a grant agreement to the Grantee prior to delivery of the awarded vehicle(s).

Reports
The Grantee must submit an Annual Certification of Project Equipment Use. The Grantee must also complete the Periodic Performance Reporting (PPR) Section of the BoBS 2832 annually at the close of the State fiscal year.
Audits
Grantee shall be subject to the audit requirements contained in the Single Audit Act Amendments of 1996 (31 USC 7501-7507) and Subpart F of 2 CFR Part 200, and the audit rules and policies set forth by the Governor’s Office of Management and Budget. See 30 ILCS 708/65(c); 44 Ill. Admin. Code 7000.90.
