PROGRAM INFORMATION
Short Description
The Monetary Award Program (MAP) provides grants based on financial need to help pay eligible students' tuition and mandatory fees at Illinois colleges and universities. Illinois is one of the largest providers of state need-based aid in the nation. The maximum award level is dependent on legislative action and available funding in any given year. Students apply using the Free Application for Federal Student Aid (FAFSA) or the Alternative Application for Illinois Financial Aid, and grants are paid directly to the qualifying institutions on the students' behalf.

Objective
To ensure that financial considerations do not deter Illinois students from attaining a college education, thereby narrowing education achievement gaps related to income.
Eligible Applicants
Individuals;
Applicant Eligibility
Direct to beneficiary (students) grant.
A qualified applicant shall be:
1) a citizen or eligible noncitizen, or meet the “undocumented student” criteria of the RISE Act;
2) a resident of Illinois (if you are a dependent, the parent whose information is used on the FAFSA must be an Illinois resident);
3) demonstrate financial need;
4) be enrolled a minimum of 3 hours per term at an approved Illinois college, in a degree or certificate program (effective July 1, 2022 for the 2022-23 academic year: includes credit bearing certificate programs that are offered at public institutions and are less than one academic year in length);
5) maintaining satisfactory academic progress as determined by the institution;
6) not be in default on any student loan, nor owe a refund on any state or federal grant (if you are in default, you may re-establish your MAP eligibility);
7) not have received a bachelor's degree
8) not have used the equivalent of 135 MAP Paid Credit Hours* or more (MAP Paid Credit Hours usage is determined by your enrollment status each term); and
9) not be incarcerated.
b) MAP grant eligibility is based on the relative financial eligibility at an ISAC-approved institution of higher learning of the applicant's choice, and is reevaluated if the student's choice of institution changes.
c) Eligibility is restricted to undergraduate students.
1) MAP recipients must not have received a baccalaureate degree.
2) Graduate students are not eligible for MAP assistance. An institution of higher learning shall classify as a "graduate student" any student who:
A) is enrolled in an academic program or course above the baccalaureate level which leads to any degree above the baccalaureate level; and
B) is not eligible to receive federal financial assistance (34 CFR 674.2, 675.2, 676.2) as an undergraduate student; and
C) has completed the equivalent of at least three years of full-time postsecondary study, either prior to entrance into the academic program or as part of the academic program itself.

Eligibility for the MAP grant will be automatically determined if the approved Illinois college at which the student plans to use the award is listed on the FAFSA or, for some students, on the Alternative Application for Illinois Financial Aid (Alternative Application).
Undocumented Illinois students not eligible for federal student aid, and do not file the FAFSA, may apply for the MAP grant using the Alternative Application, which is patterned after the FAFSA.

MAP is exempt from the Uniform Guidance (2 CFR 200) and the Grant Accountability and Transparency Act (30 ILCS 708) because grants are paid on behalf of an individual beneficiary.
