Short Description
The Minority Teachers of Illinois (MTI) Scholarship Program encourages academically talented minority students to pursue careers as teachers at nonprofit Illinois preschool, elementary and secondary schools. The program also aims to provide minority children with access to a greater number of positive minority role models.

Objective
By providing financial assistance to minority students in training to become teachers, the program is intended to help diversify the teaching pool and provide a supply of well-qualified and diverse teachers for hard-to-staff schools. The program was also created with a goal of narrowing the achievement gap associated with race, based in part on theories that minority children may perform better if some of their teachers are members of racial/ethnic minority groups.

Applicant Eligibility
A qualified applicant must be: 1) be a minority student; 2) be a resident of Illinois; 3) be a citizen or eligible noncitizen of the United States; 4) be a high school graduate or a high school equivalency certificate recipient; 5) be enrolled or accepted for enrollment on at least a half-time basis; 7) be enrolled or accepted for enrollment in a course of study which, upon completion, qualifies the student to be licensed as a preschool, elementary or secondary school teacher by the Illinois State Board of Education, including alternative teacher licensure; 8) if enrolled at the sophomore, junior, senior or graduate level, have earned a cumulative grade point average of 2.5 on a 4.0 scale ; and 9) be maintaining satisfactory academic progress as determined by the institution; 10) not be in default on any student loan, nor owe a refund on any state or federal grant. If you are in default, you may re-establish your eligibility In any academic year in which the qualified applicant accepts or receives financial assistance through the Paul Douglas Teacher Scholarship Program (23 Ill. Adm. Code 2762), Golden Apple Scholars of Illinois Program (23 Ill. Adm. Code 2764), the Special Education Teacher Tuition Waiver Program (23 Ill. Adm. Code 2765), or the Teach Illinois Scholarship Program (23 Ill. Adm. Code 2768), the qualified applicant shall not be eligible for scholarship assistance under this Part.
Beneficiary Eligibility
Minority students (African American/Black, Hispanic American, Asian American or Native American origin, or qualified bilingual minority applicant) who plan to teach at a nonprofit Illinois public, private, or parochial preschool, elementary school, or secondary school, for which the Illinois State Board of Education (ISBE) has determined that no less than 30 percent of the enrolled students are African American/Black, Hispanic American, Asian American, or Native American.

Award Procedures
Applicants may qualify for up to $7,500 per year. The participating college certifies student eligibility and then – after the application deadline has passed for each term – submits a payment request on behalf of the student. ISAC processes the payment request and submits the information to the State Comptroller’s Office. Because the number of scholarships awarded each year is based on limited funding, it is possible that not all applicants who meet the March 31 priority consideration deadline will receive a scholarship. Students are encouraged to submit an application as far in advance of March 31 as possible. Applications received after that date will be given consideration for the scholarship only if funding remains available after all timely, qualified applicants have been awarded.

For priority consideration, the MTI Scholarship application and FAFSA (or Alternative Application, if applicable) must be received on or before March 31 preceding the academic year for which you are applying.
Range of Approval or Disapproval Time
Dependent on the level of State of Illinois funding at the time of the request, the amount of time it takes for funds to arrive at the college can vary anywhere from a few weeks to a few months. Depending on the college, students may be responsible for payment until program funds are received.

Application and teaching agreement must be submitted each academic year. Qualified applicants may receive MTI Scholarship Program benefits for the equivalent of four academic years (eight semesters or 12 quarters).

The Minority Teachers of Illinois (MTI) Scholarship Program provides scholarships of up to $5,000 per year for up to four years to assist academically talented individuals of African American/Black, Hispanic American, Asian American, or Native American origin who plan to become teachers. Scholarships are available for undergraduate or graduate students enrolled at least half time. Students receiving this scholarship must fulfill a teaching commitment by teaching one year for each year of assistance at a nonprofit Illinois public, private, or parochial preschool, elementary or secondary school with at least 30 percent minority enrollment. If the teaching commitment is not fulfilled, the scholarship converts to a loan and the student must repay a pro-rated amount plus interest.
