Whether the project furthers the goals of the State of Illinois, Department of Transportation, and/or the Long Range Transportation plan or another planning product of the Department.
Award Procedures
DOT evaluated proposed requests based on the following criteria: Benefiting a disadvantaged/economically distressed community Studying or implementing a goal strategy or objective within the state's Long Range Transportation Plan or one of the Department's associated plans. Activities that support transportation planning and programming. Non-federal match to federal funds used to conduct and support transportation planning and programming or carry out the 3-C (Continuous, Coordinated & Comprehensive) planning process through Metropolitan Planning Organizations (MPOs). Provide request to Bureau Chief of Planning including scope of use, amount requested, and anticipated expenditure date/length of use.

Formula Matching Requirements
When these funds are used as a match, they will be awarded/recorded under the specific CSFA program (typically 1009). Matching funding totals should be reduced from this program and added to the specific program. All non-match funding will be processed under this CSFA Program, by issuing a NOSA and posting the award.

Audits
Audits. Grantee shall be subject to the audit requirements contained in the Single Audit Act Amendments of 1996 (31 USC 7501-7507) and Subpart F of 2 CFR Part 200, and the audit rules and policies set forth by the Governor’s Office of Management and Budget. See 30 ILCS 708/65(c); 44 Ill. Admin. Code 7000.90 Compliance with GATA CYEFR requirements is required. BoBS 2832 for quarterly reporting.
Records
Records Retention. Grantee shall maintain for three (3) years from the date of submission of the final expenditure report, adequate books, all financial records and, supporting documents, statistical records, and all other records pertinent to this Award, adequate to comply with 2 CFR 200.334, unless a different retention period is specified in 2 CFR 200.334 or 44 Ill. Admin. Code 7000.430(a) and (b). If any litigation, claim or audit is started before the expiration of the retention period, the records must be retained until all litigation, claims or audit exceptions involving the records have been resolved and final action taken. Project records and documents must be retained by the State or other governmental recipients/ sub-recipients as specified
