Short Description
The Federal Senior Companion Program (SCP) was authorized under the Domestic Volunteer Service Act in 1973. By 1974, 18 model Senior Companion projects were funded. Under this program, providers can apply directly to AmeriCorps Seniors for a federally funded grant to operate their programs. Historically, the Department on Aging has issued a one-time annual grant award to providers who received the Americorps Seniors grant to defray costs associated with a required match that is borne by the AmeriCorps Seniors grant recipient. There is no guarantee that the Department will continue to provide these grants for the federal match program, and the amount varies from year to year dependent upon available appropriations.

Award Procedures
Grantee shall receive an initial payment of 20% of the total grant agreement amount upon grant execution and any additional payments will be made based on expenditures tied to work completed under this grant and reported on financial reports.

Appeals
Denied grantees can appeal the State's decision in writing and electronically - within 30 days from denial date.

Grant Agreement cannot be renewed or extended.
Formula Matching Requirements
The program, which is offered in limited areas of the state, matches frail older people who cannot be left alone with low income senior volunteers who provide companionship.
Uses and Restrictions
Funds made available under the General Revenue shall supplement, and not supplant, any Federal, State, or local funds expended by the Grantee to provide services described in their approved application. The Grant Agreement is contingent on a final Grantor approved grant application from the Grantee. SPECIFIC CONDITIONS ASSIGNED TO GRANTEE
Reports
The grantee agrees to submit financial and programmatic reports as requested and in the format required by the grantor.
Audits
Grantee shall be subject to audit requirements contained in the Single Audit Act Amendments of 1996 ( 31 USC 7501- 7507) and Subpart F of 2 CFR Part 20 and the audit rules and policies set forth by the Governor's Office of Management and Budget.
Records
The applicant shall maintain, at a minimum of three (3) years after the completion of the agreement, adequate books, records, and supporting documents to verify the amounts, recipients, and uses of all disbursements of funds passing in conjunction with the agreement.
