Short Description
The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Statistics (BJS), in partnership with the FBI's Criminal Justice Information Services Division, is providing funding to enhance, through improved automation, the capabilities of states to report incident-based crime data to the FBI's National Incident-Based Reporting System (NIBRS).
Federal Authorization
Under Section 302 of the Omnibus Crime Control and Safe Streets Act, BJS is authorized to "make grants to, or enter into cooperative agreements or contracts with, public agencies, institutions of higher education, private organizations, or private individuals" for purposes of collecting and analyzing criminal justice statistics. Under Title 31, United States Code (U.S.C.), Section 1535, the FBI is authorized to provide funds to BJS to make grants for this program. Under Title 28, U.S.C., Section 534 and 28 Code of Federal Regulations, Section 0.85, the FBI is authorized to support activities related to the transfer and sharing of criminal justice information across and between law enforcement and related agencies.

Applicant Eligibility
The Bureau of Justice Statistics is authorized to award grants and cooperative agreements to State and local governments, private nonprofit organizations, public nonprofit organizations, profit organizations, institutions of higher education, and qualified individuals. Applicants from the Territories of the United States and federally recognized Indian Tribal Governments are also eligible to participate in this program.

The applicant must furnish, along with the application for an award, all of the requirements listed in the solicitation, including a detailed budget, a budget narrative, and a program narrative including the accomplishments, goals, impact, methods, evaluation plan, and resources of the project. 2 CFR 200, Subpart E - Cost Principles applies to this program.

Application Procedures
Applicants must submit completed applications via Office of Justice Programs Justice Grants System (JustGrants) or through grants.gov following established criteria. The receipt, review, and analysis of applications will follow Office of Justice Programs policies and procedures for the administration of grant applications. Award Procedures
An award is granted by the Director of the Bureau of Justice Statistics and must be accepted by the applicant agency or institution according to the special conditions of the grant or cooperative agreement. Successful applicants are notified via OJP's Justice Grants System (JustGrants). The grant award must be accepted electronically by the receiving organizations authorized official in JustGrants.

Formula Matching Requirements
Most awards are for periods of 12-36 months. Under some circumstances, subsequent award(s) may be made to continue the project.
Uses and Restrictions
This is only available for ISP use.
Reports
Progress Reports: Progress Reports presenting information relevant to the performance of the project must be submitted online through GMS for the reporting periods June 30 and December 31. Deliverables, including any program reports, are normally specified in the soliciation Expenditure Reports: Financial Status Reports containing the actual expenditures for the reporting period and cumulative for the award must be submitted quarterly online through GMS. Performance Reports: To assist in fulfilling the Departments responsibilities under the Government Performance and Results Act of 1993 (GPRA), Public Law 103-62, and the GPRA Modernization Act of 2010, Public Law 111–352, recipients must provide data that measures the results of their work.
Audits
In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, nonfederal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503 See 2 CFR 200 for audit requirements
