Short Description
The SCALE program provides funds to assist groups that have established a recurring stream or lakeshore cleanup. Each group can receive up to $3,500 for implementation of their streambank or lakeshore cleanup events in a calendar year. Funding is provided by Illinois EPA through Section 319 of the Clean Water Act.

Funds provided through Section 319(h) of the Federal Clean Water Act. The program is a voluntary part of the Illinois Nonpoint Source Pollution Control Program.
Objective
Water quality improvement through public participation litter collection events. This program was designed to support local community and citizen-organized lake and river litter collection events to maintain or improve local water quality. Citizen cleanup events provide hands-on activity for adults and students to connect with their local rivers, streams and lakes.

Program funds are available only to organizations that have an established, recurring streambank or lakeshore cleanup. Funds can be used for safety attire (includes gloves and vests), litter bags, event promotion, logistical needs and dumpster or landfill fees. It is expected that some woody debris removal will be necessary to collect entangled litter; however, events that focus on the removal of woody debris or invasive species or water quality monitoring do not qualify for the program.

Preapplication Coordination
On-line application form, paper applications, upon request. The program is announced on the Illinois EPA Web Site and general notice by email. The email list included past SCALE recipients, Section 319 applicants, regional planning commissions and local government offices throughout the state and to others who had expressed an interest in the SCALE program. Illinois EPA staff review the application data range for the number of participants, area covered and whether the waterbody is listed as an impaired water body (303d list). This review generated the organizations grant award; $3,500, $1,750, $1,000, or $500. The larger grants had events on impaired waters that included 500 or more people and 50 miles of stream protected. The majority of the smaller grants went to events that either had low numbers of participants or a small target area. Illinois EPA then sends out Grant Acceptance Forms, and Tax Identification Number (IRS W-9) forms to the approved applicants (this will be modified to meet GATA requirements. The Applicants are given 30 days to complete and return the forms to Illinois EPA. Once Illinois EPA received the forms, staff process an invoice for the Recipient.
