Short Description
The Department's Systems Change Initiatives are dedicated to improving the identification of and response to domestic and sexual violence against people with disabilities and Deaf people by examining the intersection of violence and disabilities. Through a collaborative approach between the statewide victim services and disability service systems, barriers to survivors with disabilities accessing services are addressed, outreach and education efforts are enhanced and trauma-informed support systems are strengthened. These system change initiatives are supported entirely through grants from the Department of Justice, Office on Violence Against Women. IDHS collaborates with several other state entities having influence and/or authority over disability or victim service systems. As a part of these two federal grants, improvement in the state response is addressed through enhancing state standards, providing training and technical assistance to disability and victim services, resource development and engagement of self-advocates. The collaborative partners were submitted as a part of the grant application and approved by the Office on Violence Against Women.

Objective
Purpose Areas: To provide personnel, training, technical assistance, advocacy, intervention, risk reduction (including using evidence-based indicators to assess the risk of domestic and dating violence homicide) and prevention of sexual assault, domestic violence, dating violence, and stalking against individuals with disabilities;To provide technical assistance to assist with modifications to existing policies, protocols, and procedures to ensure equal access to the services, programs, and activities of victim service providers for individuals with disabilities;To develop model programs providing advocacy and intervention services within organizations serving individuals with disabilities who are victims of sexual assault, domestic violence, dating violence, or stalking.
