Objective
Prevent abuse, neglect, and financial exploitation of people with disabilities between the ages of 18-59 and persons age 60 and above living in the community.

Applicant Eligibility
Funding may be used for Adult Protective Services for all eligible persons, within the APSPA's geographic service area, for which a report of Abuse, Neglect, or Exploitation is received, or allegation of self-neglect by an eligible individual. In addition, the Adult Protective Services provider shall accept APS intakes internally, from the department on Aging, the Afterhours line, Regional Administrative Agency, or other Adult Protective Services Provider Agency. Complete face-to-face, assessment, case work, and follow up within the appropriate timeframes and following all policies, procedures, applicable laws and Illinois Administrative rules. Provide Early intervention services for Aps clients. Work with Regional Administrative Agency regarding cases, attendance to meetings, and administrative reviews. All Adult Protective Services caseworkers, supervisors, intake staff, and all others assigned to work with the program shall have qualifications and trainings as specified by the department.

Reports
Reporting Payment requests for this Purchase of Care agreement shall be made corresponding to billings through eCCPIS. As nesessary, paper billings may also be required as directed by the Department.
Audits
Grantee shall be subject to the audit requirements contained in the Single Audit Act Amendments of 1996 (31 USC 7501-7507) and Subpart F of 2 CFR Part 200, and the audit rules and policies set forth by the Governor’s Office of Management and Budget. See 30 ILCS 708/65(c); 44 Ill. Admin. Code 7000.90.
Records
Adult Protective Services Provider Agencies shall maintain books and records relating to the performance of the contract and necessary to support amounts charged to the State pursuant the contract. Books and records, including information stored in databases or other computer systems, shall be maintained for the APSPA for a period of three (3) years from the later of the date of final payment under the contract or completion of the contract. If federal funds are used, the APSPA must retian its records for five (5) years.
