Objective
To assist States, through grants-in-aid and other means, to initiate and maintain nonprofit food service programs for children and elderly or impaired adults enrolled in nonresidential day care facilities, hence Adult Day Care sites in Illinois. The State administering agencies (Illinois School Board of Education and the Illinois Department on Aging) provide aid to child and adult care sponsoring organizations, centers, and day care sites and/or homes for the provision of nutritious foods that contribute to the wellness, continued healthy growth, health and wellness of older adults and chronically impaired disabled persons. Funds are also made available to the State agencies for expenses associated with CACFP administration.

1. The Service Provider agrees to administer the Child and Adult Care Food Program (CACFP) under the Federal Register, Department of Agriculture, Food and Nutrition Service 7 CFR Part 226 and as regulated under the Community Care Program/Adult Day Care Program. 2. The Service Provider agrees to ensure meals served meet the requirements and the provisions set forth by Department of Agriculture in 7 CFR Part 226, are in accordance with Child and Adult Care Food Program (CACFP) rules and serve the same meals to all adults (unless otherwise specified on the Enrollment Form or in the enrolled adult’s plan of care. 3. The Service Provider agrees to administer the Child and Adult Care Food Program (CACFP), specifically the meals and/or supplement services declared on the Income Eligibility Form to all adults enrolled in the Community Care Program at the Adult Day Care center. All enrolled adults will be identified and designated to qualify under an authorized line of eligibility as a free, reduced, or private-pay entity. 4. The Service Provider agrees to ensure no physical segregation, or discrimination, is made against any adult because of his/her inability to pay the full price of meals. 5. The Service Provider shall ensure reimbursement is claimed for no more than two (2) meals and one (1) supplement or two (2) supplements and one (1) meal served to enrolled adults at approved meal sites in accordance with Child and Adult Care Food Program (CACFP) rules and regulations. 6. The Service Provider shall ensure adequate supervisory and operational personnel are provided for overall monitoring and management of the Child and Adult Care Food Program (CACFP) at the food service site(s). The Service Provider must ensure that adequate personnel visit all sites under the program, take prompt action to correct deficiencies found at the time of the initial on-site visit, and review food service operations at every site in accordance with 7 CFR Part 226. 7. The Service Provider agrees to submit a Monthly Invoice Report for meal/supplement reimbursement in the web-based Child and Adult Care Food Program (CACFP) System and/or hard-copy version. Rates of Reimbursement provided by the United States Department of Agriculture (USDA)/Child and Adult Care Food Program (CACFP), are based on the number of eligible breakfasts, lunches, and snacks in the Service Provider’s monthly reports. Payment provisions are in accordance with 7 CFR 226, Subpart D and procedures established by the Illinois Department on Aging. 8. The Service Provider agrees to comply with all federal and state financial reporting requirements as may be necessary to resolve discrepancies in billing, to verify costs for determining reimbursement rates, and to permit fiscal monitoring by the Department including financial reporting requirements. Falsification or concealment of a material fact in regards to service provided or billing may lead to further legal action, up to and including negative certification action and contract termination.

Applicant Eligibility
The State or U.S. Territory Agency applies for and signs an agreement to receive Federal funds for disbursement. The State Agency enters into an agreement (SDA) with each institution that has been approved for participation. The agreement (SDA) is permanent and may be amended as necessary to ensure compliance with all Federal requirements. Institutions must agree to operate a nonprofit food service that is available to all eligible adult participants regardless of race, sex, color, national origin, age, or disability.
Beneficiary Eligibility
Approved institutions providing non-residential adult day care services, including Adult Day Care organization sites may participate in CACFP. Eligible public and non-profit private organizations must be a Community Care Program Adult Day Care organization provider in Illinois. Private for-profit centers may also participate if at at least 25% of the Adults enrolled in the center receive benefits under Title XIX, Title XX, or a combination of both. Emergency Shelters which provide shelter and meals to children/adults experiencing homelessness and at-risk after school programs in low-income areas are also eligible through the Illinois School Board of Education under CACFP. Any eligible institution may participate in CACFP upon request with State Agency approval.

Applicants that are not public or proprietary institutions must furnish evidence of tax-exempt status under the Internal Revenue Code of 1986. 2 CFR 200, Subpart E - Cost Principles applies to this program.

Application Procedures
2 CFR 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards applies to this program. An adult care institution submits a written application to the State Agency, hence Illinois Department on Aging for participation in CACFP.
Criteria Selecting Proposals
A CACFP (adult component) must have a current and in good standing Community Care Program Adult Day Care contract with the State Agency prior to being considered for approval of CACFP services. An application is required by the State Agency for review/approval prior to authorization of an agreement (SDA).
Award Procedures
Each State Agency enters into a written agreement with FNS for the administration of the Program. An approved adult care institution, hence Adult Day Care organization, signs a permanent written agreement with the State Agency.

The State Agency must make a decision within 30 calendar days of receiving a complete application from the institution.

The administering State Agency provides a hearing procedure for local institution grievances.

Uses and Restrictions
USDA's Food and Nutrition Service (FNS) makes funds available to States for disbursement to eligible institutions to reimburse their costs in providing meals and snacks adult participants enrolled in nonresidential day care, hence Adult Day Care centers. Disbursement is made on the basis of the number of breakfasts, lunches, suppers, and snacks served, using annually adjusted reimbursement rates specified by law. Adult Day Care centers receive reimbursement for up to two meals and one snack served each day to enrolled adults who are functionally impaired or age 60 and older. All meals must meet USDA standards to be eligible for reimbursement. Funds are also paid to States for administrative expenses related to Program staffing and oversight, as well as for audit expenses associated with CACFP administration.
Reports
Program Reports: Institutions file monthly reports on Program operations to claim reimbursement for meals served. They must submit final meal claims no later than 60 days after the claiming month. States must then submit final Program reports to FNS no later than 90 days after the claiming month.
Audits
In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, nonfederal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503 Audits may be conducted less frequently under conditions specified in OMB Circular No. A-133. For-profit institutions are subject to audit by their administering State agencies.
Records
Institutions must maintain full and accurate records of Program operations for a period of 3 years after the end of the fiscal year to which they pertain. However, where there are unresolved audit findings, records must be retained until there is satisfactory resolution of all audit issues.
