Objective
To provide each State Agency with funds for its administrative expenses in supervising and giving technical assistance to local Adult Day Care centers/organizations in conduct of Child Nutrition Programs. State Agency that administers the distribution of USDA Foods to Adult Care institutions are also provided with State Administrative Expense (SAE) funds.

The Illinois Department on Aging, hereafter referred to as the Department, will provide sufficient consultative, technical, and managerial personnel to adhere to the requirements listed below as cited in the Federal Register, Department of Agriculture, Food and Nutrition Service 7 CFR Part 226. 1. The Department agrees to administer the Child and Adult Care Food Program (CACFP) under the Federal Register, Department of Agriculture, Food and Nutrition Service 7 CFR Part 226. 2. The Department agrees that the operational personnel will obtain sufficient training by the funding source or other entities in the Child and Adult Care Food Program (CACFP) network to effectively administer the Program in correlation to the Program requirements as defined in the Department of Agriculture 7 CFR Part 226 and Food Nutrition Service (FNS) Policy and Memorandum. 3. The Department agrees to provide sufficient training and technical assistance to Child and Adult Care Food Program (CACFP) Service Providers, in correlation to the Department of Agriculture 7 CFR Part 226 and Food Nutrition Service (FNS) Policy and Memorandum. 4. The Department agrees to monitor Child and Adult Care Food Program (CACFP) adherence and conduct Program evaluations to ensure Service Providers are abiding by the requirements of the Program as set forth by Department of Agriculture in 7 CFR Part 226. Service Provider monitoring includes, but not limited to, programmatic, overall financial management, deficiencies and evaluations of the food service operations during on-site Compliance Reviews. 5. The Department agrees to facilitate expansion of the Child and Adult Care Food Program (CACFP) in low-income and rural areas in Illinois. 6. The Department agrees to ensure no physical segregation, or discrimination, is made against any adult because of his/her inability to pay the full price of meals. 7. The Department agrees to comply with all federal and state financial reporting requirements in accordance with the Department of Agriculture in 7 CFR Part 226. This includes Financial Reporting and submission of the Financial Status Reports in the required timeframes. Specific to the SAE funds are to provide each State agency with funds for its administrative expenses in supervising and giving technical assistance to local adult care institutions in their conduct of Child Nutrition Programs specifically the Child and Adult Care Food Program. State Agencies that administer the distribution of USDA Foods to adult care institutions, hence Adult Day Care centers are also provided with State Administrative Expense (SAE) funds.

Applicant Eligibility
State agencies responsible for the administration of the Child Nutrition Programs and agencies responsible for the distribution of USDA Foods to adult care institutions, including agencies in the U.S. Territories, may apply.
Beneficiary Eligibility
State, U.S. Territories Beneficiary eligibility is the same as applicant eligibility. Applicant Eligibility: The State or U.S. Territory Agency applies for and signs an agreement to receive Federal funds for disbursement. The State Agency enters into an agreement (SDA) with each institution that has been approved for participation. The agreement (SDA) is permanent and may be amended as necessary to ensure compliance with all Federal requirements. Institutions must agree to operate a nonprofit food service that is available to all eligible adult participants regardless of race, sex, color, national origin, age, or disability.

Costs are to be determined and documented in accordance with agency regulations (7 CFR 235). 2 CFR 200, Subpart E - Cost Principles applies to this program.
Preapplication Coordination
Preapplication coordination is required. Environmental impact information is not required for this program. This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review.
Application Procedures
2 CFR 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards applies to this program. Each State Agency submits to their Food and Nutrition Service (FNS) Regional Office an initial state administrative expense (SAE) plan for disbursement of funds. A State agency may amend its plan at any time to reflect changes in funding or activities. Substantive changes require FNS approval.
Criteria Selecting Proposals
SAE funds allocated to a State Agency is for obligation and expenditure during the succeeding fiscal year based on approval/authorization under Public Law 095-627, 42 US Code 1776 Child Nutrition Act of 1966, as amended, 42 U.S.C. 1776, 1779the Federal
Award Procedures
Release of funds to a State Agency is contingent upon approval of the State Agency's initial SAE plan. Upon approval of the plan, the State Agency and FNS enter into a written agreement. FNS will determine the amount of SAE funds available for payment to the State Agency, specify the terms and conditions of the State Agency's annual grant, and make funds available for payment via a letter of credit.
Deadlines
Funding is provided each fiscal year during the period covered by the agreement. A State Agency may carryover up to twenty percent of SAE funds allocated to it for obligation and expenditure during the succeeding fiscal year. Method of awarding/releasing assistance: letter authorization.

Statutory Formula: Title 7 Chapter II Part 235 Subpart 11(a) Public Law Matching requirements are not applicable to this assistance listing. This program has MOE requirements, see funding agency for further details. Additional Information: Expenditures of funds from State sources in any fiscal year for the administration of the National School Lunch Program, School Breakfast Program, Special Milk Program, Child and Adult Care Food Program shall not be less than that expended or obligated in fiscal year 1977. Failure of a State to maintain this level of funding will result in the total withdrawal of SAE funds.
Uses and Restrictions
SAE funds must be used for purposes specified in the legislation, consistent with the cost principles and constraints on allowable and unallowable costs, and indirect cost rates as prescribed in government wide guidance at 2 CFR Part 200. These funds may be used, under certain conditions, for the procurement of supplies, equipment, and services.
Reports
Expenditure Reports: Each State Agency submits quarterly financial status information on SAE funds on forms provided by FNS and will continue to report information on the use of SAE funds, after the end of the fiscal year to which they pertain, until all unpaid obligations have been liquidated.
Audits
In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, nonfederal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503 7 CFR Part 235.8 - Each State agency shall provide FNS with full opportunity to conduct management evaluations of all operations of the State agency and shall provide OIG with full opportunity to conduct audits of all such operations. Each State agency shall make available its records, including records of the receipt and expenditure of funds, upon a reasonable request by FNS, OIG, or the U.S. Comptroller General.

Each State Agency keeps records on administrative expenses conforming with the applicable SAE plan and maintains current accounting records of SAE funds that identify fund authorizations, obligations, unobligated balances, assets, liabilities, outlays, and income.
