Objective
The purpose of this grant is to assist Illinois school districts in meeting state regulations to provide a free and appropriate public education to students in need of assistive technology. The use of assistive technology, as required under a student’s Individualized Education Program, can help promote his or her involvement with general education peers and the curricula, and assist the student in attaining their postsecondary goals. The Illinois Statewide Assistive Technology Exchange Network also has an objective to contribute to the agency’s ability to ascertain the state’s attainment of certain indicators in the Illinois State Performance Plan for IDEA, Park B: Indicator 5A, Indicator 7B, Indicator 13, Indicator 14.

Award Procedures
Proposals will be evaluated in comparison with other proposals received by the Illinois State Board of Education. This evaluation and comparison will be based on the applicants objectives, activities and timeline description. The applicant must also submit a proposed budget, their demonstrated capacity to implement a project of this magnitude and scope, and the proposed budget - which must be cost-effective and reasonable in relation to the proposed activities and expected outcomes.
Deadlines
RFP - Applications are due 45 calendar days from release of RFP. Continuation Grant - Applications are due within 30 calendar days of receipt

Uses and Restrictions
The exchange network recycles computers and other technology and equipment by collecting and refurbishing the equipment donated by corporations and individuals. The grantee will then be responsible for the donation of the refurbished equipment to pubic schools and parents in Illinois, free of charge, through an application process. These funds must use a restricted indirect cost rate. The grant is subject supplement, not supplant requirements.
Reports
Expenditure reports to be submitted on quarterly basis via IWAS. Programmatic reports are submitted on semiannual basis via IWAS. Final programmatic report due 30 days after completion of grant period.
Audits
In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, nonfederal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503
Records
As required by EDGAR for State administered programs (34 CFR 76.730-731). Generally, the State and its subgrantees must retain records related to grant funds and compliance for a period of 3 years from the date the grantee or subgrantee submits its final expenditure report for that funding period. 34 CFR 80.42. Also, all records supporting claims for Federal funds or relating to the accountability of the grantee for the expenditure of such funds must be accessible for administrative review.
