Short Description
To improve services to ISBE approved educational sign language interpreters for both American Sign Language and Cued Speech Transliterators, IDHHC will provide: in-state testing opportunities recognized under Section 25.550 of the ISBE rules; IDHHC interpreter conference, workshops and/or trainings related to skill development to improve communication access for deaf and hard of hearing students; and provide information and referral specific to educational interpreters and related services with ISBE including designated page on IDHHC's website.

Objective
By providing quality and affordable professional development opportunities, educational interpreters will be able to satisfy the requirements for renewal of their approval but also strive to improve their interpreting skills. These opportunities are essential for those educational interpreters working with an interim approval. If they are not able to retest at a higher level, they will no longer qualify for the required ISBE Approval.

Uses and Restrictions
This grant will allow IDHHC to increase testing opportunities in an effort to reduce the shortage of ISBE approved educational interpreters. Additionally, professional development opportunities specific to the unique communication needs of their deaf and hard of hearing students will provide opportunities for current approved educational interpreters to improve their existing levels. Students placed in their home school districts require highly trained/skilled sign language interpreters to ensure students have full communication access in educational instruction. This allows students to be placed in the least restrictive environment and receive appropriate services that parallels their peers and improve students learning capabilities. These funds must use a restricted indirect cost rate. The grant is subject to supplement, not supplant requirements.
Reports
Expenditure reports to be submitted on quarterly basis via IWAS. Programmatic reports are submitted on semiannual basis via IWAS. Final programmatic report due 30 days after completion of grant period.
Audits
In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, nonfederal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503
Records
As required by EDGAR for State administered programs (34 CFR 76.730-731). Generally, the State and its subgrantees must retain records related to grant funds and compliance for a period of 3 years from the date the grantee or subgrantee submits its final expenditure report for that funding period. 34 CFR 80.42. Also, all records supporting claims for Federal funds or relating to the accountability of the grantee for the expenditure of such funds must be accessible for administrative review.
