Short Description
The Parent/Infant Institute contract provides funding for DHS/Illinois School for the Visually Impaired and Illinois School for the Deaf to each conduct annual events to support families of children who are visually impaired or deaf/hard of hearing

Objective
Illinois School for the Visually Impaired
-To provide parents of young children who are blind or visually impaired with information relative to the special needs of a visually impaired child.
-To provide opportunities to receive information and observational feedback from developmental therapists/vision specialists within a natural setting for their individual children
-To give parents and children an opportunity to interact with peers.
Illinois School for the Deaf
-To empower families to deal with service providers to ensure that their children are adequately served
-to provide parents with information on the phenomena of deafness, psycho/social implications, child development, language development, and programming options
-to evaluate infants/toddlers using a multidisciplinary approach in the disciplines of education, otology, optometry, audiology, speech and language, and psychology
-to provide written reports of al evaluations including recommendations for each individual child and family
-to provide opportunities for parents to interact with other parents and individuals who are deaf
-to provide follow up to families in terms of assuring recommendations made at the Institute

Renewals
The program is renewed annually contingent upon funding and grantee satisfactorily completion of grant. Funding in the subsequent years will be contingent upon compliance with federal and state law, state grant-making rules, passage of sufficient appropriations for the program, and satisfactory performance in the preceding grant period.
Uses and Restrictions
Illinois School for the Visually Impaired
-To provide information, support and resources to approximately 20 families of young children who are blind or visually impaired.
Illinois School for the Deaf
-To provide information and support to 25 families of infants and toddlers who are deaf and hard of hearing, to assist them in making informed decisions on behalf of their child, and to evaluate the children using a multidisciplinary approach.
Reports
Expenditure reports to be submitted on quarterly basis via IWAS. Programmatic reports are submitted on semiannual basis via IWAS. Final programmatic report due 30 days after completion of grant period.
Audits
In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, nonfederal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503.
Records
Grantees must retain records related to grant funds and compliance for a period of 3 year from the date the grantee or subgrantee submits its final expenditure report fro that funding period.
