Short Description
This project will create a state-wide training and technical assistance center that specifically focuses on transition from school to work for students with significant disabilities (e.g., intellectual disabilities, multiple disabilities). Activities will include (a) conducting annual needs assessment, (b) offering a variety of training activities, including statewide conference, face-to-face workshops, monthly webcasts, research briefs, a digital resource library, and case studies of high performing high schools in Illinois, (c) providing targeted assistance to schools to increase work-based learning experiences, (d) enhancing statewide interagency coordination, including regional transition boards, and (e) maintaining a database of transition personnel in Illinois.

Uses and Restrictions
The Individuals with Disabilities Education Act (IDEA) flow-through grants are supplemental funds to assist Local Education Agencies (LEAs) in providing IEP services to students ages 3-21. These funds must use a restricted indirect cost rate. The grant is subject to supplement, not supplant requirements.
Reports
Expenditure reports to be submitted on quarterly basis via IWAS. Programmatic reports are submitted on semiannual basis via IWAS. Final programmatic report due 30 days after completion of grant period.
Audits
In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, nonfederal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503
Records
As required by EDGAR for State administered programs (34 CFR 76.730-731). Generally, the State and its subgrantees must retain records related to grant funds and compliance for a period of 3 years from the date the grantee or subgrantee submits its final expenditure report for that funding period. 34 CFR 80.42. Also, all records supporting claims for Federal funds or relating to the accountability of the grantee for the expenditure of such funds must be accessible for administrative review.
