Short Description
The New Principal Mentoring Program will provide all new principals with access to individualized mentoring that builds leadership capacity and reduces principal turnover, particularly for leaders from underrepresented demographic groups and those serving in high-need schools. The State of Illinois will provide funding to support delivery of principal mentoring to all new principals in their first year of principalship in Illinois. The statute and administrative rules allow for participation of second-year principals who request mentoring when sufficient funding is available

Objective
Grant program has the following Program Objectives: The program objectives are: 1. Mentors for all first-year principals 2. Qualified pool of mentors 3. Strong matches between mentors/mentees 4. Quality mentoring experiences a. Meets expressed needs of mentee b. Perceived as useful by mentee c. Perceived as high quality/satisfying professional learning d. Aligned to the Professional Standards for Educational Leaders/ standards for culturally responsive teaching and leading 5. Strong partnerships between program and districts Grant program has the following Program Outcomes: The success of the FY 2022 New Principal Mentoring Program will be determined based on the following program outcomes, which will be assessed by a third-party evaluator: 1. Fidelity of implementation based on defined program deliverables 2. Increase in new principal satisfaction as measured by a mid- and end-of-year survey 3. Improved year-over-year principal retention 4. Improved school culture and climate as measured by the Illinois 5Essentials Survey

Eligible applicants include school districts, public university laboratory schools approved by the Illinois State Board of Education, charter schools, cooperatives and other joint agreements with a governing body or board of control (e.g., area vocational centers, special education cooperatives), schools operated by a regional office of education, Intermediate Service Center or State agency.

These entities must provide evidence of an overall commitment to professionalizing education and school improvement efforts; demonstrate capacity to meet the needs of an identified geographic area or set of districts; and indicate that the applicants have staff or access to other presenters who- have been employed in roles requiring mastery of the IL Professional School Leader Standards; and have experience in providing Professional Development to educators. The mentors within the program receiving funds must have served as a principal in Illinois for at least 3 years, have demonstrated success as instructional leader and who have completed training as outlined in Part 35.50 of IL Administrative Rule. Full mentor requirements are outlined in rule Part 35.40.

Criteria Selecting Proposals
The selection of the grantees will be based upon the overall quality of the application. The scoring is based upon the following criteria: • Need is defined as the identification of stakeholders, facts, and evidence that demonstrate the proposal supports the grant program purpose; • Capacity is defined as the ability of an entity to execute the grant project according to the project requirements; • Quality is defined as the totality of features and characteristics of a service, project, or product that indicate its ability to satisfy the requirements of the grant program

Renewals
Funding in the subsequent years will be contingent upon compliance with federal and state law, state grant-making rules, passage of sufficient appropriations for the program, and satisfactory performance in the preceding grant period. No promise or undertaking made in this NOFO/RFP is an assurance that a grant agreement will be renewed, nor does this NOFO/RFP create any right to or expectation of renewal.

Uses and Restrictions
Grant funds may be used for costs directly related to implementation of the program, including: • Mentor principal compensation, • Professional development for mentor principals and new principals, and administrators who have roles in the program, • Program coordination and evaluation, • Technical assistance, • Supplies and materials (Related assessments and materials, software, and textbooks), and • Other services or activities necessary for implementation of the program.
Reports
Reports: Expenditure reports to be submitted on quarterly basis via IWAS. Programmatic reports are submitted on semiannual basis via IWAS. Final programmatic report due 30 days after completion of grant period.
Audits
Audits: In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, nonfederal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503

Records: In accordance with Section 443 of the General Education Provisions Act, as well as 34 CFR 75.730-732, 34 CFR 76.730-731, and 2 CFR 200.333, grantees must maintain records for 3 years.
