Short Description
Responds to and investigates reports of elder abuse, neglect, and financial exploitation of persons aged 60 and over who live in the community to work with the victims to stop abuse where it is substantiated, and to prevent further abuse from occurring.
Federal Authorization

Objective
To support activities to develop, strengthen, and carry out programs for the prevention, detection, assessment, and treatment of, intervention in, investigation of, and response to elder abuse, neglect, and exploitation (including financial exploitation), including: (1) providing for public education and outreach to identify and prevent elder abuse, neglect, and exploitation; (2) providing for public education and outreach to promote financial literacy and prevent identity theft and financial exploitation of older individuals; (3) ensuring the coordination of services provided by area agencies on aging with services instituted under the State adult protection service program, State and local law enforcement systems, and courts of competent jurisdiction; (4) promoting the development of information and data systems, including elder abuse reporting systems, to quantify the extent of elder abuse, neglect, and exploitation in the State; (5) conducting analysis of State information concerning elder abuse, neglect,
UGA Program Terms
27.8 The Area Agency on Aging agrees to administer the Area Plan in accordance with the Older Americans Act, the Area Plan and all applicable regulations, policies and procedures established by the Administration for Community Living and the Illinois Department on Aging.
27.9 The Area Agency on Aging must submit to the State Agency, for prior approval, any proposed contracts with profit making organizations to provide services under the Area Plan.
27.10 An Area Agency on Aging must be either an agency whose single purpose is to administer programs for older persons, or a separate organizational unit within a multipurpose agency which functions only for purposes of serving as the Area Agency.
27.11 The Area Agency on Aging will have the ability to develop an area plan and to carry out, directly or through contractual or other arrangements, a program in accordance with the plan within the planning and service area.
27.12 The Area Agency on Aging will conduct outreach efforts to identify older individual

Individuals 60 years of age and older, targeting those older individuals with the greatest social needs and those with the greatest economic needs.

Criteria Selecting Proposals
Funding is designated for Area Agencies on Aging through the Intrastate Funding Formula.
Award Procedures
Funds are disbursed to states via the Interstate Funding Formula. Illinois disburses funding to Area Agencies on Aging via the Intrastate Funding Formula.
Range of Approval or Disapproval Time
States are entitled to these grants by statute. However, the grants can be terminated by the Assistant Secretary for Aging if the required State Plan is not approved, or if the required intrastate funding formula is not approved.
Appeals
Appeals are processed in accordance with HHS regulations in 45 CFR 1321 and Section 2112 of Title 28, U.S.C.
Renewals
Applications are submitted for a 2-, 3-, or 4-year period and are revised as necessary.
Uses and Restrictions
Funds are awarded to State Agencies on Aging to develop and enhance comprehensive and coordinated programs for the prevention and treatment of elder abuse, neglect, and exploitation, consistent with relevant State law and coordinated with State adult protective service activities. A State plan covering 2, 3, or 4 years, with annual revisions as necessary, must be submitted for approval to the Assistant Secretary on Aging. Funds are used to develop, strengthen, and carry out activities for prevention and treatment of elder abuse, neglect and exploitation.
Reports
Program reports are required. Submitted through the payment management system. No progress reports are required. SF-425. Through the appropriate Regional Office.In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, non-Federal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503. In accordance with the provisions of Subpart F-Audit Requirements, under 45 CFR Part 75.500, nonfederal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year.
