Short Description
The ESE project will implement a statewide system of professional learning designed to support intensified and individualized services to address the unique needs presented by each district. All districts will have the opportunity to engage in professional learning through face-to-face; virtual; or online learning opportunities, including training, networking, and professional learning communities accessible through a global first tier of support in a three-tiered system that will be created. Defined targets will be set during the planning year. Some districts with moderate special education teacher turnover or a high percentage of provisional licenses, low growth, or achievement gaps in specialized populations of learners and average performance on indicators on the State Performance Plan (SPP) will also receive more intense services at the building level through coaching, mentor visits, and technical assistance as a second tier of support, in addition to all supports offered in the first tier. A few districts with high special education turnover or a high percentage of provisional licenses, extremely low growth, or significant achievement gaps in specialized populations of learners, and poor performance on SPP indicators will receive further services through increased frequency and duration of coaching, mentoring visits, and technical assistance at the district and building levels as a third tier of support, in addition to all supports offered in the first two tiers.

Objective
The overarching goals of this initiative are to: * Build capacity of staff who support students with disabilities through research-based professional development, * Deliver mentoring to increase the retention of early career special education teachers and professional learning to address the special education teacher shortage, Increase the capacity of families as partners in the educational process of students with disabilities, and * Deliver professional learning and technical assistance to build seamless and sustainable delivery systems. Additional collaborative efforts with the Illinois Association of Regional School Superintendents, Institutes of Higher Education, Illinois New Teacher Collaborative and Parent Training and Information Centers will assist in creating a further impact of this project.

Uses and Restrictions
ROE 9 will work collaboratively with ROE 21, 47, 51, and 54 to design and implement professional learning activities, including training, technical assistance, mentoring, and coaching. This grant uses an unrestricted indirect cost rate.
Reports
Expenditure reports to be submitted on quarterly basis via IWAS. Programmatic reports are submitted annually. Final programmatic report due 30 days after completion of grant period.
Audits
This program is excluded from coverage under 2 CFR 200, Subpart F - Audit Requirements. Additional audit requirements: In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, non-Federal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503.
