Objective
To develop, implement, and evaluate successful or promising interventions, practices, and programs to prevent elder abuse, neglect, and exploitation, including adult protective services programs. Through this program, ACL hopes to demonstrate how existing research can be used to craft new, useful programs to address elder abuse, neglect, and exploitation and improve and enhance adult protective services programming.

Applicant Eligibility
Eligible entities for grants authorized under Section 411 of the Older Americans Act are: domestic public or private non-profit entities including state and local governments, Indian tribal governments and organizations (American Indian/Alaskan Native/Native American), faith-based organizations, community-based organizations, hospitals, and institutions of higher education, are eligible. For grants authorized under Section 2042 of the Patient Protection and Affordable Care Act, state government entities are eligible to apply.

Uses and Restrictions
By requesting or receiving funds under this award, the recipient assures that it will carry out the project/program described in its letter of assurance and will comply with the terms and conditions and other requirements of this award.
Reports
SF-425 Financial Reporting: Grantee is required to submit SF-425s on a semi-annual basis. The SF-425 shall be submitted using the HHS’ Payment Management System (PMS). PMS website is located at: https://pms.psc.gov. Reports are due within 30 days for the periods ending September 30 and March 31 (i.e., due October 30 and April 30), through September 30, 2022, a final PMS drawdown and a final SF-425 are due within 120 days after September 30, 2022 (i.e., due January 31, 2023). If a final SF-425 report will be submitted January 31, 2023, a semi-annual report is not required to be filed for report ending September 30, 2022. Quarterly reporting to IDoA using the PPR and the PRF forms.
Audits
Grantee shall be subject to the audit requirements contained in the Single Audit Act Amendments of 1996 (31 USC 7501-7507) and Subpart F of 2 CFR Part 200, and the audit rules and policies set forth by the Governor’s Office of Management and Budget. See 30 ILCS 708/65(c); 44 Ill. Admin. Code 7000.90.
Records
Grantee shall maintain for three (3) years from the date of submission of the final expenditure report, adequate books, all financial records and, supporting documents, statistical records, and all other records pertinent to this Award, adequate to comply with 2 CFR 200.333, unless a different retention period is specified in 2 CFR 200.333 or 44 Ill. Admin. Code §§ 7000.430(a) and (b). If any litigation, claim or audit is started before the expiration of the retention period, the records must be retained until all litigation, claims or audit exceptions involving the records have been resolved and final action taken.

Program Accomplishments
Developed, implemented, and evaluated successful or promising interventions, practices, and programs to prevent elder abuse, neglect, and exploitation. The focus of this funding is to increase awareness of the Ombudsman program within the community. This includes focusing on a plan with an emphasis on outreach programs that will help increase awareness of the Ombudsman program as well as explaining what the program can do to help those in need.
