Short Description
This information stipulates the requirements for submitting a Competitive Request for Proposal to lead the design and implementation of a statewide Adult Literacy and Education outreach plan to be carried out by the ICCB and ICCB-funded Adult Education programs. Additionally, the awardee will provide technical assistance to ICCB funded Adult Education programs on outreach and recruitment activities.

Objective
Federal basic funds must be used to assist adults to become literate and obtain the knowledge and skills necessary for employment and self-sufficiency, to assist adults who are parents to obtain the education and skills that are necessary to becoming full partners in the educational development of their children and lead to sustainable improvement in the economic opportunities for their family. Integrated English Literacy and Civics Education funds must be used for integrated English literacy and civics education, in combination with integrated education and training activities that prepare adults who are English language learners for and place such adults in, unsubsidized employment in in-demand industries and occupations that lead to economic self-sufficiency; and integrate with the local workforce development system and its functions to carry out the activities of the program. Such services shall include instruction in literacy English language acquisition and instruction on the rights and responsibilities of citizenship and civic participation and may include workforce training.

The following deliverables are required for the statewide outreach and technical assistance campaign: • Convene Adult Education focus groups and review research and literature to guide the direction of a state-wide outreach campaign. • Create an awareness and outreach plan for adult education programming in order to increase awareness and enrollment. The plan should include statewide approaches, digital and social media content, as well as strategies to be adopted by local adult education providers. The plan should include a timeline of one-year. • After consultation with the ICCB, implement the awareness and outreach plan. Implementing the plan should include: o Facilitating technical assistance and professional development designed to assist ICCB funded AEL programs to build outreach capacity. o Developing and disseminating toolkits based on successful outreach campaigns to build program capacity. o Developing proven messaging that can be utilized and tailored by each adult education provider. o Ensure all strategies are based on promising practices and purposefully integrate principles of Diversity, Equity, and Inclusion. o Complete ongoing evaluation for outreach strategies and adjust strategies as needed. • Assist the ICCB in enhancing the AEL Provider Locator and Hotline to increase user access and expand its use as a referral system for WIOA partners.

Formula grants are made to designated eligible State agencies that under State law are responsible for administering or supervising statewide policy for adult education and literacy, including such entities as State educational agencies (SEAs), postsecondary agencies, or workforce agencies. State agencies must provide direct and equitable access to: local educational agencies; public or private nonprofit agencies; community-based organizations of demonstrated effectiveness; institutions of higher education; volunteer literacy organizations of demonstrated effectiveness; libraries; public housing authorities; nonprofit institutions not described above that have the ability to provide literacy services to adults and families; and consortia of the entities described above.
Beneficiary Eligibility
Adults and out-of-school youths who are 16 years of age and older, who are not enrolled or required to be enrolled in secondary school under State law, and who lack sufficient mastery of basic educational skills to enable them to function effectively in society or do not have a secondary school diploma or its recognized equivalent, and have not achieved an equivalent level of education, or are unable to speak, read, or write the English language.

Certification required. The State plan must include a certification from a State official that all provisions and amendments thereto are consistent with WIOA.
Preapplication Coordination
In a continuation year, providers are required to submit a continuation plan and budget for approval. Funding is contingent on the continuing applicant's satisfactory performance in the preceding year and sufficient appropriation of funds. In a competitive year, eligible applicants are required to respond to the RFP by the date listed and complete all portions of the application and other elements as described in the RFP. The past effectiveness of an eligible applicant in improving the provision of professional development and resources to adult education providers throughout the state of Illinois who provide services to the following target populations: • Populations that are most in need of services • Low income and low-skilled adults • Individuals with disabilities • Single parents, Temporary Assistance to Needy Families (TANF) recipients, and displaced homemakers • Unemployed, Underemployed, Not in the Labor Force individuals who demonstrate a deficiency in basic skills • Individuals with multiple barriers to educational enhancement, including individuals with limited English proficiency • Individuals in Corrections Education and other Institutionalized Individuals • Individuals with disabilities, including youth with disabilities • Those receiving public assistance • Out-of-school youth • Veterans • Migrant and seasonal farmworkers • Re-entry individuals (ex-offenders) • Older individuals • Homeless individuals • Single parents • Youth in the foster system or who have aged out • Displaced homemakers • Veterans with disabilities • Low literacy adults, including those without a high school diploma Professional Development for Adult Education Instructors and staff include expanded bridge and transition programming, integrated models of instructional delivery, development of curriculum aligned with College and Career Readiness Standards, digital literacy, career development and awareness skills, evidence based instruction improvement, and the use of data for decision making. The ICCB will continue to utilize AEL Leadership Grant funded providers to identify professional development needs of the state based upon regional assessments and local program data.

Uses and Restrictions
Providers who received federal adult education 223 funds are required to provide required activities to be supported with funds (1) Alignment of adult education and literacy activities with core programs and one-stop partners to support Unified State plan strategy (2) High quality professional development programs to improve instruction, including essential components of reading instruction and dissemination of models and promising practices (3) Technical assistance to providers based on rigorous research on instructional practices, local one stop responsibilities and effective use of technology (4) Monitoring and evaluation of the quality of adult education activities in the State 5% limit on administrative costs 5% limit on administrative costs

Performance reports, financial expenditure reports, program status reports, and electronic data submissions are required to be submitted quarterly.
