Objective
The goals of this grant program are: provide flexibility for communities to determine the best approach to respond to local mental health needs; allow funds to be used for a range of responses, from prevention to early intervention to treatment; allow funds to be used to support social & emotional wellness needs of not only children, but also parents/caregivers and teachers/school staff; expand learning time and out of school opportunities for students; and create enduring relationships between schools, community- based organizations and mental health providers that will last beyond the grant.

Public and private entities, including Local Education Agencies (LEAs) such as public school districts; public university laboratory schools approved by the Illinois State Board of Education (ISBE); state-authorized charter schools; area vocational centers; Regional Offices of Education; Intermediate Service Centers; community-based organizations (CBOs); Community Based Health Providers (a Medicaid billing certified non-profit); Indian tribes or tribal organizations (as such terms are defined in section of the Indian Self-Determination and Education Act); and other public entities or a consortium of two or more such agencies, organizations, or entities are eligible to apply.

Priority points will be given based on the following: 1. Proposals that seek to serve schools from districts identified as Tier 1 and Tier 2 based on Evidence Based Funding. 2. Proposals that seek to serve schools in counties most adversely impacted by COVID as reported by IDPH 3. Reports
Expenditure reports to be submitted on quarterly basis via IWAS. Programmatic reports are submitted on semiannual basis via IWAS. Final programmatic report due 30 days after completion of grant period.
Audits
In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, nonfederal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503

In accordance with Section 443 of the General Education Provisions Act, as well as 34 CFR 75.730-732, 34 CFR 76.730-731, and 2 CFR 200.333, grantees must maintain records for 3 years.
