PROGRAM INFORMATION
Short Description
MIPPA ADRC: The program is designed to provide outreach to eligible Medicare beneficiaries regarding the benefits available under Title XVIII of the Social Security Act, including the Medicare prescription drug benefit under Part D of Title XVII of the Social Security Act and under the Medicare Savings Program, and to coordinate efforts to inform older Americans about benefits available under federal and state programs.

Objective
The Medicare Improvements for Patients and Providers Act (MIPPA) grant funds are to be used for the following purposes:
1. Provide information and assistance services, conduct outreach activities and educational programs, and counsel Medicare beneficiaries about prescription coverage available under the Medicare Part D drug plans, Social Security’s Extra Help, Medicare Savings Programs, Seniors Free Transit Ride, Persons with Disabilities Free Transit Ride and the Secretary of State’s License Plate Discount Program.
2. Provide technical assistance, phone support, and counseling in order to help Medicare beneficiaries eligible for the Medicare Part D benefit select and enroll in Part D plans and provide application assistance for Social Security’s Extra Help, Medicare Savings Programs, Seniors Free Transit Ride, Persons with Disabilities Free Transit Ride and the Secretary of State’s License Plate Discount Program and other public benefit programs.
UGA Program Terms
27.7 The Area Agency on Aging agrees to administer the Medicare Improvements for Patients and Providers Act (MIPPA) in accordance with all applicable regulations, policies and procedures established by the Illinois Department on Aging.
27.8 The Area Agency on Aging must submit to the State Agency, for prior approval, any proposed contracts with profit making organizations to provide services under the Medicare Improvements for Patients and Providers Act (MIPPA) Program.
27.9 The Area Agency on Aging will have the ability to develop a Medicare Improvements for Patients and Providers Act (MIPPA) Program plan and to carry out, directly or through contractual or other arrangements, a program in accordance with the plan within the planning and service area.
27.10 The Area Agency on Aging will conduct outreach efforts to identify older individuals eligible for assistance under the Medicare Improvements for Patients and Providers Act (MIPPA) Program, with special emphasis on rural elderly, older individuals with greatest economic need (with particular attention to low-income minority individuals and older individuals residing in rural areas), older individuals with severe disabilities, older individuals with limited English proficiency, older individuals with Alzheimer’s disease and related disorders with neurological and organic brain dysfunction (and the caretakers of such individuals), older individuals at risk for institutional placement, older individuals with greatest social need (with particular attention to low-income minority individuals and older individuals residing in rural areas), older individuals restricted by the ability to perform daily tasks or the capacity to live independently due to noneconomic factors, including: physical or mental disability, language barriers, and cultural or social isolation caused by, among other things, racial and ethnic status, sexual orientation, gender identity, gender expression, or HIV status; and inform such individuals of the availability of services under the Medicare Improvements for Patients and Providers Act (MIPPA) Program.
27.11 The Area Agency on Aging will ensure that each activity undertaken by the agency, including planning, advocacy, and systems development, includes a focus on the needs of low-income minority older individuals and older individuals residing in rural areas.
27.12 The Area Agency on Aging will coordinate planning, identification, assessment of needs, and provision of services for older individuals with disabilities, and individuals at risk for institutional placement, with particular attention to individuals with severe disabilities, with agencies that develop or provide services for individuals with disabilities.
27.13 The Area Agency on Aging has established and is following methods to assure that the Area Agency will serve as the advocate and focal point for older individuals within the community by monitoring, evaluating, and commenting on policies and programs, hearings, levies, and community actions which will affect older persons.
27.14 The Area Agency on Aging will provide a grievance procedure for older individuals who are dissatisfied with or denied services under the Medicare Improvements for Patients and Providers Act (MIPPA) Program.
27.15 The Area Agency on Aging assures that funds received under the Medicare Improvements for Patients and Providers Act (MIPPA) Program will be used to provide, to the extent feasible, for the furnishing of services under the Senior Health Assistance Program, consistent with self-directed care.
27.16 The Area Agency on Aging will assure that no officer, employee, or other representative of the Area Agency on Aging is subject to a conflict of interest prohibited under the Older Americans Act and mechanisms are in place to identify and remove conflicts of interest prohibited under the Older Americans Act.
27.17 The Area Agency on Aging has established and is following methods that ensure that all services provided through the Medicare Improvements for Patients and Providers Act (MIPPA) Program are provided without the use of any means tests.

Applicant Eligibility
Formula grants: State governments and U.S. Territories, with distribution to designated area agencies on aging and Indian Tribal Organizations through an approved State plan. Project grants: Grants may be made to any public or nonprofit private agency, organization, or institution.
Beneficiary Eligibility
Individuals eligible for Medicare benefits, including Part D drug benefits, and older persons eligible for benefits and services provided under Federal and state programs.

Formula Grants - ACL will utilize appropriate census and Medicare coverage data to identify statutory target populations. Project Grants -- Nonprofit organizations must submit proof of nonprofit status. Applicable costs and administrative procedures will be determined in accordance with Parts 74 and 92 of Title 45 of the Code of Federal Regulations. 2 CFR 200, Subpart E - Cost Principles applies to this program.

This program is excluded from coverage under OMB Circular No. A-102. This program is excluded from coverage under OMB Circular No. A-110. Formula Grants - Grant applications are in accordance with program announcements developed by the Administration for Community Living (ACL) and will be posted on Grants.gov.\r\n\r\nProject Grants - The availability of competitive grant funds is announced via program announcements that are simultaneously published on Grants.gov and the ACL.gov website.
Criteria Selecting Proposals
Geographic Dispersion is used. Each Planning and Service Area of the state is represented by an Area Agency on Aging.
Award Procedures
Award amounts are decided based on the Intrastate Funding Formula for each respective applicant.
Deadlines
This date is selected by the Office of Older American Services at a date of their choosing, and is consistent with the Notice of Awards received by the Administration for Community Living.
Range of Approval or Disapproval Time
From 60 to 90 days from receipt of application.
Renewals
No-cost extensions are only allowable on existing awards, if offered by the Administration for Community Living.

Reports
Quarterly PPR, PFR and Program reports to be submitted to the Office of Older American Services.
Audits
In accordance with the provisions of Subpart F-Audit Requirements, under 45 CFR Part 75.500, nonfederal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year. Except as noted in 45 CFR Part 75.500.
Records
Proper accounting records, identifiable by project number and including all receipts and expenditures, must be maintained for 3 years from the submission date of the final FFR document. Subsequent to audit, they must be maintained until all questions are resolved.

Program Accomplishments
The Area Agencies on Aging have funded approximately 185 Senior Information and Assistance Sites around the state to help older adults and family members learn about and apply for these federal and state public benefits. The Senior Health Assistance Program Sites assist older adults in maintaining their health, thereby preventing more expensive medical treatments, such as hospitalization.
