Short Description
The Illinois Center for Specialized Professional Support (ICSPS), will support, facilitate and serve as the fiscal agent for the working deliverables of the Illinois Special Education Leadership Academy (ISELA).Each of these activities are based on training topics and strategies that help special education administrative and supervisory approved personnel.

Objective
1. Through ISELA project, the grantee will use grant funds to enhance educational programming and services for children students with disabilities by ensuring that both general and special education administrators are provided with ongoing high quality and progressive professional development. ISELA will provide training activities that strengthen competencies for both general and special education administrators and focuses on current issues, trends, and, research and best practices. The grantee will provide fiscal oversight support, registration, and contractual coordination, attend, and facilitate for ISELA board meetings, assist with the development and coordination of professional development, and provide registration and logistical support when needed. 2. Six regions in Illinois have been identified to collaborate with ISBE, the Illinois Alliance of Administrators of Special Education (IAASE), and ISELA. Professional development needs at both the state and regional levels are identified through a variety of needs assessment activities. The Illinois Alliance of Administrators of Special Education (IAASE) conducts a survey of its members throughout the State and each regional representative of IAASE conducts a survey of administrators in their region. These survey results are shared with the ISELA Board, ISBE and the grantee to assist in identifying professional development activities for the next fiscal year. Additionally, ISBE staff provide topics of possible interest for the statewide grant. Based on the defined needs, state level drive around conferences, regional trainings, and Administrators’ Academies are determined based on priority needs, planned, and scheduled. Note: Due to COVID- 19; professional development is primarily provided via online platform allowing for full state participation, recording of sessions, and increased accessibility.

The Individuals with Disabilities Education Act (IDEA) flow-through grants are supplemental funds to assist Local Education Agencies (LEAs) in providing IEP services to students ages 3-21. This is a federal restricted indirect cost program. Grants are subject to supplement, not supplant restrictions
Reports
Expenditure reports to be submitted on quarterly basis via IWAS. Programmatic reports are submitted on semiannual basis via IWAS. Final programmatic report due 30 days after completion of grant period.
Audits
In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, nonfederal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than$750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503
Records
As required by EDGAR for State administered programs (34 CFR76.730-731). Generally, the State and its subgrantees must retain records related to grant funds and compliance for a period of 3 years from the date the grantee or subgrantee submits its final expenditure report for that funding period. 34 CFR 80.42. Also, all records supporting claims for Federal funds or relating to the accountability of the grantee for the expenditure of such funds must be accessible for administrative review.
