Short Description
The 36 month SUPPORT Act demonstration projects to three hospitals are scheduled to end September 2022 after a one year extension due to the pandemic. The following 2CFR policy requirements are excluded from coverage under this assistance listing: Subpart B, General provisions Subpart C, Pre-Federal Award Requirements and Contents of Federal Awards Subpart D, Post Federal; Award Requirements Subpart E, Cost Principles Subpart F, Audit Requirements -per CFDA 93.664 Assistance Listing in SAM.gov This Section 1003 Demonstration Project seeks to Increase Substance Use Provider Capacity and authorizes a new demonstration project to help states increase Medicaid substance use disorder provider capacity through education, training, and technical assistance.

Objective
Section 1003 of the SUPPORT Act amends Title XIX with a provision directing CMS, in consultation with the Substance Abuse and Mental Health Services Administration (SAMHSA), to conduct a 54-month demonstration project to increase the treatment capacity of providers participating in Medicaid to provide substance use disorder (SUD) treatment or recovery services. Planning grants were awarded to 15 states for the planning phase of the demonstration. Up to 5 states that receive planning grants will be selected to implement 36-month demonstrations. Planning Grants: For the planning phase of the project, under section 1003(aa)(2)(A) (I-IV)), the HHS Secretary awarded planning grants totaling $48.4 million to 15 states (based on geographic diversity, with a preference to states with a prevalence of opioid use disorders comparable to or higher than the national average). Planning grant activities include assessing the behavioral health treatment needs of the state and supporting the development of state infrastructure to recruit prospective providers to treat substance use disorders and training for those providers. The maximum time period for funding for planning grants is 18 months. Pursuant to section 1135(b)(5) of the Social Security Act (Act), the end date of the 18-month period for the planning phase of the SUPPORT Act section 1003 Substance Use Disorder Provider Capacity Demonstration is modified by 6 months to September 30, 2021. The start of the 36-month post-planning demonstration phase is modified by 6 months to October 1, 2021.
