Short Description
The purpose of the Elementary and Secondary School Relief grant is to provide local educational agencies with federal funding to prevent, prepare for, and respond to the coronavirus threat.

Objective
To provide Elementary and Secondary School Relief grant to local educational agencies, including charter schools that are LEAs with federal funding to prevent, prepare for, and respond to the coronavirus threat and continuity in education services during the COVID-19 emergency.

Notice of Application will go out through the ISBE IWAS System. Applications will be completed through eGMS system.

A modified Merit Based Review will be completed through the same application system.

Applications are due within 30 calendar days of receipt.

Applications are generally approved or returned for changes within 30 calendar days of receipt.

The program is not eligible for renewal.
Uses and Restrictions
As an unrestricted indirect cost rate program, this program does NOT have a supplement, not supplant requirement.
Reports
Expenditure reports to be submitted on quarterly basis via IWAS. Programmatic reports are submitted on semiannual basis via IWAS. Final programmatic report due 30 days after completion of grant period.
Audits
In accordance with the provisions of 2 CFR part 200, Subpart F - Audit Requirements, nonfederal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503.

In accordance with Section 443 of the General Education Provisions Act, as well as 34 CFR 75.730-732, 34 CFR 76.730-731, and 2 CFR 200.333, grantees must maintain records for 3 years.
