Short Description
The purpose of this funding opportunity is to provide minority, first generation, and low-income students with the skills and resources to succeed as they transition into the community college from their high school, or for adults beginning or returning to college, as they transition into that college. The ultimate goal is to aid more students in the successful completion of a postsecondary credential or their transfer to a four-year institution.

Objective
The ultimate goal is to aid more students in the successful completion of a postsecondary credential or their transfer to a four-year institution. The objectives are in three main areas: 1. Development and Implementation of High School to College Bridge Programs a) Funding can be used for Junior level students in order to prepare them for entry into math or English dual credit offerings, or Senior level students to prepare them for entry into credit-bearing college-level math courses. b) Funds may also be used to advance the remedial level of students [e.g. moving them closer to college level math / English (Communications or Reading)]. c) Funding may be used to develop and revise existing curriculum as appropriate, including for limited stipends for faculty, upon approval of the ICCB. 2. Develop and Implement Adult College Bridge Programs a) Funds can be used for adult enrolling directly into the college. b) Funds may also be used to advance the remedial level of students [e.g. moving them closer to college level math / English (Communications or Reading)]. c) Funding may be used to develop and revise existing curriculum as appropriate, including for limited stipends for faculty, upon approval of the ICCB. 3. Enhanced Student Support Services a) Enhance the accessibility of academic advising and counseling resources for students enrolled in summer bridge or adult transition bridge programs. b) Develop and enhance partnerships with community organizations that connect students enrolled in summer bridge programs or adult college bridge programs to needed resources. Examples may include, but are not limited to housing, transportation, childcare, mentoring, behavioral counseling services, etc. c) Funding may be used to support student need for attendance, including but not limited to housing, transportation, childcare, mentoring, behavioral counseling services, etc. d) Funds may be used for last dollar tuition and fee assistance.

Funds to be used for the development and implementation of high school to college bridge programs, adult college bridge programs and also for enhanced student support services. Funds may not be used to support transitional courses. Funds may not be used for adult education bridge programs or Integrated Education and Training (IET) programs. Funds will be available until December 31, 2024, subject to appropriations and continuing availability of funding. Pre-award costs from July 1, 2021 will be eligible for reimbursement. Grantees are required to have registered with the State of Illinois, completed the prequalification process, and be verified as "qualified" (see 44 IAC Section 7000.70).

States, the District of Columbia, and U.S. Territories must provide payment information, and execute the SLFRF Financial Assistance Agreement, which includes the certification required by section 602(d)(1) and submit the documents to Treasury in order to receive payment under the SLFRF program. Tribes must provide payment information, employment information, and execute the SLFRF Financial Assistance Agreement and submit the documents to Treasury in order to receive payment under the SLFRF program. Metropolitan cities and Counties must provide payment information, execute the SLFRF Financial Assistance Agreement, and submit the documents to Treasury in order to receive payment under the SLFRF program. Non-entitlement units of local government must provide payment information, execute the SLFRF Financial Assistance Agreement, and submit the documents to Treasury (through its respective state) in order for Treasury to make a payment to the State for distribution by the State to the Non-entitlement units of local government under the SLFRF program.
