Objective
1. Through the Critical Components Tool project, grant funds will be used to create, modify, and finalize evaluative tools to identify areas of need to enhance educational programming and services for children students with disabilities. To support school districts who must review the provision of special education programs and services, it provides an analysis of needs with identified areas for plan development. 2. Through the Critical Component Tool project, grant funds will be used to pilot and finalize a social/emotional supplement to address additional areas of needs for districts in the state to target. 3. Through the Critical Components Tool project, grant funds will be used to provide professional development/learning to districts and organizations as requested through ISBE or other organizations/projects.

Uses and Restrictions
The Individuals with Disabilities Education Act (IDEA) flow-through grants are supplemental funds to assist Local Education Agencies (LEAs) in providing IEP services to students ages 3-21. These funds must use a restricted indirect cost rate. The grant is subject to supplement, not supplant requirements.
Reports
Reports: Expenditure reports to be submitted on quarterly basis via IWAS. Programmatic reports are submitted annually. Final programmatic report due 30 days after completion of grant period.
Audits
Audits: In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, nonfederal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503 In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, non-Federal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503.

Records: As required by EDGAR for State administered programs (34 CFR 76.730-731). Generally, the State and its subgrantees must retain records related to grant funds and compliance for a period of 3 years from the date the grantee or subgrantee submits its final expenditure report for that funding period. 34 CFR 80.42. Also, all records supporting claims for Federal funds or relating to the accountability of the grantee for the expenditure of such funds must be accessible for administrative review.
