Short Description
This will be one set of the pilot projects funded through Homeless Prevention funding, limited in scope from July 1, 2022 through June 30, 2023, in partnership with the University of Chicago Inclusive Economy Lab that has the unique expertise, experience, and resources to examine the following strategies that can have direct impact on reducing and preventing homelessness: 1. Complete a guaranteed income pilot for homeless families across three communities in Illinois, based on a model in Canada. The Canadian model distributed a one-time cash transfer to people experiencing recent homelessness in the Vancouver area has shown measurable impact on reducing homelessness. 2. Analyze the impact of Child Tax Credit on preventing family homelessness. The Child Tax Credit in the American Rescue Plan provided the largest Child Tax Credit and historic relief to the most working families. Understanding how this program prevent homelessness will be informative for the work of ending homelessness. 3. Analyze the impact on homeless prevention resulting from free housing legal aid services and the federal Emergency Rental Assistance (ERA), including the Court based rental assistance. Significant federal and state resources were made available to prevent households from facing evictions and homelessness. Analysis of data on households benefited from the programs will provide insight into best practices for possible future homeless prevention program through legal services or rental assistance. 4. Develop a statewide Eviction & Homeless Prevention Dashboard, built on the existing Chicago Housing Stability dashboard. The data collected for the dashboard will allow communities across Illinois to track economic and housing indicators that could serve as early warning system for potential increase in evictions and homelessness. Stakeholders, including local governments and non-profits, can relay on a common set of data to conduct service planning to develop appropriate and timely responses.

A report will produced annually according to the requirements of the Act.
Audits
Grantee shall be subject to the audit requirements contained in the Single Audit Act Amendments of 1996 (31 USC 7501-7507) and Subpart F of 2 CFR Part 200, and the audit rules and policies set forth by the Governor's Office of Management and Budget. See 30 ILCS 708/65(c); 44 Ill. Admin. Code 7000.90
Records
Grantee shall maintain for three (3) years from the date of submission of the final expenditure report, adequate books, all financial records and, supporting documents, statistical records, and all other records pertinent to this Award, adequate to comply with 2 CFR 200.334, unless a different retention period is specified in 2 CFR 200.334 or 44 Ill. Admin. Code 7000.430(a) and (b). If any litigation, claim or audit is started before the expiration of the retention period, the records must be retained until all litigation, claims or audit exceptions involving the records have been resolved and final action taken.
