Short Description
Provide funding to help cover the costs of hiring public health staff to conduct crucial health activities. Crucial health staff may include social support professionals, community health workers, communication and policy experts and other positions as may be required to prevent, prepare for, and respond to COVID-19. Professionals funded through this program may provide a wide range of public health services and supports, including culturally affirmative and linguistic accessible information, assistance with accessing vaccines (including boosters) and connecting to other services, transition and diversion from high-risk congregate settings to community living, health and welfare programs, activities that address social isolation and social determinants of health, and other activities that support the public health and wellbeing of older adults and people with disabilities.

Objective
The Primary objective of this funding is to expand the public health workforce to respond to the COVID-19 pandemic and prepare for future public health challenges. Funding must be used to expand the public health workforce to address the unique needs of older adults, family caregivers of older adults, grandfamilies and kinship families.

This funding must be used to expand the public health workforce to address the unique needs of older adults, family caregivers of older adults, grandfamilies and kinship families. Such staff may include social support professionals, community health workers, communication and policy experts and other positions as may be required to prevent, prepare for, and respond to COVID-19. Grantees shall target funding to those with greatest needs - i.e. add staff to assist people with limited English proficiency, focus on improving the cultural competency of public health programs, increase the organization's ability to reach underserved populations with public health services or other similar activities. Professionals funded through this program may provide a wide range of public health services and supports, including culturally affirmative and linguistic accessible information, assistance with accessing vaccines (including boosters) and connecting to other services, transition and diversion from high-risk congregate settings to community living, health and welfare programs, activities that address social isolation and social determinants of health, and other activities that support the public health and wellbeing of older adults and people with disabilities. Funding may be used to cover wages and benefits for public health professional (directly or through contract), or other positions required to prevent, prepare for, and respond to COVID-19as well as the costs of associated equipment, training and supplies for these professionals and indirect costs. Grantees may collaborate and leverage funds to cover different parts of the project. Funding utilized, and related activities and outcomes are to be reported and tracked specific to this funding source. Grantees are to be cautious in that there is no overlapping of reporting budget expenditures with this grant and any other federally financed programs in the current or prior period. Grantees are to utilize GATA Programmatic Reports forms (PPR) and Financial Reporting forms (PFR) as well as any other reports and documentation as specified in the NoA. Reporting periods and report deadlines will be as noted in NoA. The forms and instructions are available in the Amplifund system. Each PPR report is to require, at a minimum, the number of full-time equivalents (FTEs), the type of public health professional(s) paid for with these fundings, and the activities they are engaged in to advance public health for the period of the report. Per this award, salary expenses are allowed for up to 1.5 FTEs or up to 4 part-time professionals.

The grantee shall terminate immediately any sub-grantees that have been determined to have used funds for any non-related expenses. Funding may be used to cover wages and benefits for public health professional (directly or through contract), Other positions required to prevent, prepare for, and respond to COVID-19, as well as the costs of associated equipment, training and supplies for these professionals and indirect costs.

Applicants should review the individual funding opportunity announcement for information on programmatic and evaluation reporting requirements. GATA programmatic and fiscal reports as well as any other required documentation and reports are to be submitted via Amplifund.
Audits
In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, non-Federal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503. In accordance with the provisions of Subpart F-Audit Requirements, under 45 CFR Part 75.500, nonfederal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year. Except as noted in 45 CFR Part 75.500.
