Short Description
The Illinois State Board of Education (ISBE) will administer the FY 25 School Breakfast Program Expansion Grant with the overall goal of expanding the School Breakfast Program in qualifying schools in Illinois by providing subgrants to qualifying local educational agencies (LEA), increasing student and LEA participation, and improving the quality and nutritional standards of breakfast foods served.

Objective
ISBE anticipates the results of the proposed activities to show an increase in Illinois’ School Breakfast Program participation, not only from students, but also from LEAs who may not be participating in the program currently. The state of Illinois Public Act 096-0158 mandates all public LEAs in the state to operate a SBP if they have a F&RP percentage of 40% or higher. While this mandate requires the LEAs to operate an SBP, many LEAs do not consider their program successful due to low participation numbers. ISBE also predicts that this grant would successfully provide LEAs the opportunity to strengthen their breakfast menus with options that will allow students to achieve the healthy start to their day that they need to learn and grow. Illinois food service directors have shown an interest in how to provide their students with a nutritious breakfast, therefore ISBE anticipates high interest in this grant.

Criteria Selecting Proposals
Priority of this grant will be given to schools that have a F&RP eligibility percentage of 75% or higher. ISBE will be scoring these sub-grant applications by ranking based on the F&RP eligibility percentages. Priority will go from highest to lowest F&RP eligibility percentage. If there are multiple schools with the same F&RP eligibility percentage, then the next priority factor will be percentage of SBP participation.

RFP - Applications are due 45 calendar days from release of RFP.

RFP - Tentative Award announcements are generally released via email 90 calendar days after the close of the RFP.

Reports
Program Reports: State Agencies, schools, and institutions file monthly reports on the number of meals served, by eligibility type, to claim program funds. Schools and institutions must submit final meal claims to the State no later than 60 days after claiming month. States must submit final program reports to FNS no later than 90 days after the claiming month.
Expenditure Reports: States must submit a final fiscal year grant closeout report to FNS no later than 120 days after the end of the fiscal year to which they pertain.

Additional audit requirements:
In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, nonfederal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503
Records
Schools must maintain full and accurate records of their breakfast programs. Such records must be retained for a period of 3 years after the end of the fiscal year to which they pertain, except that if audit findings have not been resolved, records must be retained beyond the 3-year period until audit findings have been resolved.
